The work on the transfer of expertise of projects to the competitive environment was presented by NCE
"As you know, from 2016 to 2020 the Head of State instructed to increase the proportion of objects transferred to the competitive environment. In 2016, 50% of projects, depending on the technological complexity of the work will be transferred to the private market, in 2020 - 90% of the projects. The jurisdiction of the State expertise will include only extremely technically challenging projects", - said the Deputy Chairman of the Board of NCE RK "Atameken" Yuliya Yakupbaeva at a briefing.
According to her, when NCE established a working group at the meetings of which it is planned to discuss the quality and completeness of the expert activity, expert opinions; to expand the scope of work of expert organizations; referring to technically and technologically complex objects.
According to the law on architectural activity, there will be introduced the institution of Unified Chamber of expert organizations. "That is it will be a unified non-profit organization, which will unite at least 3 accredited expert organizations. Because over time, this Chamber can develop into a self-regulating and to reduce the costs of entrepreneurs, we propose a discussion for the working group on the possibility of the creation of the Unified Chamber of experts under NCE RK", - said Yakupbaeva.
The head of State has repeatedly emphasized the importance of the use of domestic construction materials at the facilities of "Nurly Zhol”, “EXPO”, as well as in large regional projects. Yuliya Yakupbaeva noted that manufacturers today believe that awareness is quite important and understanding of products’ quality by our customers. In this regard, in 2015 NCE has been working on the formation of the Unified Register of domestic producers, which currently contains about 680 producers, and this is not the limit.
"Producers are classified into large, medium and small. Thus, the registry includes major 77 large manufacturers, 273 of medium ones. The map of production is compiled for each region. We are working on the registry with major customers and contractors of the program "Nurly Zhol", the exhibition “EXPO”, we work with local administrations and the Centre for utilities to upgrade infrastructure and public utilities, etc. We have already achieved certain results. Thus, according to the report, NC "Astana “EXPO-2017” there were signed memos with Akimats of 10 regions, there were signed contracts for the supply of products in the amount of 30 billion tenge", - she added.
Recently NCE received a report from KTZH on the use of building materials for construction of the facilities of the national company. The report contains more than 140 Kazakh companies. "On the agenda is the quality, expansion of the range of pricing. Today we move on to a new stage. Currently, the process of transfer of the Register in the online mode, we started collection of e-presentations about the production process of enterprises, which are further planning to broadcast on Atameken TV and the website of NCE. We will explain to entrepreneurs the importance of development of Internet sites, which should have information on the range of produced goods. I would like to note that the State has allocated funds for this purpose in the framework of the Roadmap. We believe that this work will contribute to the recognition of Kazakhstani brands, support of domestic industries and their expansion", - concluded Yakupbaeva.
