How to solve the problems of the development of private preschool institutions?

The problematic issues of private preschool and school institutions were discussed in WKR. Entrepreneurs, heads of private preschool institutions discussed in Uralsk the problems and prospects for the development of private preschool and secondary education in WKR on the basis of public-private partnerships. A special status was given to the discussion by the fact that Bolat Palymbetov, the Commissioner for the Protection of the Rights of Entrepreneurs of Kazakhstan, took part in the round table. Bolat Abylkasymovich noted that the issues of private preschool and school institutions are not only the problems of the West Kazakhstan region. Similar problems exist in all regions of Kazakhstan. This is the lack of a methodology for calculating the per capita norm for planning and financing the state educational order for private preschool institutions, the norms that set the limit of parental fees, the existing sanitary norms and rules that create obstacles to the functioning and development of pre-school educational organizations, the problems of medical care for private pre-school educational institutions, and others. The Business Ombudsman said that many problems stem from the imperfection of the regulatory framework related to public-private partnership in the field of education. "To eliminate some problems, the Office of the Commissioner for the Protection of the Rights of Entrepreneurs is doing a lot at the republican and regional levels", - said Bolat Palimbetov. In particular, the Business Ombudsman cited an example when the issue of refusal to enter into a contract for medical care with private preschool institutions in Uralsk was resolved after this issue was raised at the February meeting of the Council for the Protection of the Rights of Entrepreneurs and Anti-Corruption under the Chamber of Entrepreneurs of WKR. Bolat Palymbetov told entrepreneurs what steps are being taken to address the development of private preschool institutions. 41 sanitary rules were analyzed, in which 11 543 requirements were identified. Of the requirements, it was decided to exclude 9 172 (about 80%), respectively, only 2,371 (20%) are retained. The general opinion of the round table participants was that although initially it is a question of partnership, unequal conditions for interaction between the state and business are evident in many positions. Chairman of the Council for the Protection of the Rights of Entrepreneurs and Counteracting Corruption Khaidar Kapanov drew attention to the fact that the PPP Law is in itself a very necessary, timely, but technological part needs to be adjusted. "The technological part of the law should be adjusted taking into account practical comments, therefore such round tables should become a source of suggestions and comments for changes in the law", - said Khaidar Kapanov. "Only in that case  partnership will happen. " And if there is no partnership - there is no PPP”.
