Tragedy in Aqtobe region: a need for crucial decisions in the industry

“Atameken” held a meeting on the issues of passenger transportation. The meeting was held under the chairmanship of the Atameken Vice-Chair of the Board, Eldos Ramazanov, with the representatives from The Ministry for investment and development of the RK, Transport committee, Committee of Administrative Police of the MIA RK, and other representatives of industry association and business-community through videoconference with regional transport operators.

“The tragedy in Aqtobe showed us that there are some problems in the sphere of passenger transportation and they need to be solved. The problems are in illegal operators, old equipment, transport discipline and drivers attitude. They are all connected and were discussed several times by Atameken and industry associations. But the control over the illegal transportation hasn’t been fixed. Today the issues of operators subsidizing of material losses, tax remittal, car fleet upgrades were discussed by the minister of investment and development of RK. It needs a complex program which will make the industry safe and attractive”- said Eldos Ramazanov.

The chairman of the transport union of RK, Serik Aliguzhinov also said that besides the industry control there must be urgent measures for the industry development.

“It’s necessary to create working commission on the issues of illegal operators, to limit the registration of buses for private customers, understanding that first of all the safety of passengers must be provided during the transportation because as we can see there  is no such thing in reality. And it’s also important to enhance the realization of the complex program of automobile transportation development and also to control it”- told Serik Aliguzhinov.

The general director of the transport union of RK Sabit Amanbaev told that the issues of illegal operators must be solved in complex, including taxation and subsidizing of material losses.

Representative of the Committee of Administrative Police of the MIA RK informed about main events in the framework of “Bus” program. In its turn, representative of the Transport committee told about the measures taken.

“The ministry works on returning of the control functions from the MIA bodies to the transport committee bodies”- told transport control management director, Talgat Ospanov.

The participants, regional transport operators offered insights into the development of the industry. For example, the president of association of transport operators, Irina Zhaisanova suggests to enhance some measures.

“I think it’s important to enhance measures concerning the issue of transport licences and to limit the access to the transportation to the vehicles older than 12 years” –she suggested.

Director of the Akmola region vehicle storage yard also told that it’s important to reconsider the age limit on the issue of licences. Most participants considered the main reason of the issues is in the unacceptable control from the authorized body and the lack of public control from the consumers and entrepreneurs itself.

“It’s not enough to transfer the work from one ministry to another, I suggest to issue licences only to legal companies. So the entrepreneur will work legally and provide the safety of transportation. He needs to understand that this way is more beneficial. The state loses a lot of tax money because of illegal workers”- emphasized Ainitdin Buralkin, Association of Karaganda transport companies director.

As a result it was noted that the realization of the issues and the control over the illegal workers must be tightened.

“I ask all the participants and transport operators to formulate concrete suggestions on the development of passenger transportation and to send them to “Atameken”. And it’s also important to take part in the development of transport legislation”- said Eldos Ramazanov.
