IN STEP WITH DIGITALIZATION: THE ELECTRONIC MEDICINE SUPPLY SYSTEM IS PRESENTED

Informatization of drug provision within the framework of the Guaranteed volume of free medical care

Presentation of information systems of SC-Pharmacy LLP for representatives of the Committee of Pharmaceutical, Medical Industry and Medical Services of the Presidium of the NCE of the Republic of Kazakhstan was held in Astana.

It should be noted that the National Chamber of Entrepreneurs of the Republic of Kazakhstan "Atameken" repeatedly raised the issue of digitalization of health care, the need to introduce the patient's electronic passport before the introduction of compulsory health insurance.

"We use two systems. A single pharmaceutical information system is designed to manage logistics operations and warehouses. It allows for online monitoring of the performance of contractual obligations, compliance with proper storage and transport conditions for medicines, and compliance with the expiry date. The second information system - "Drug supply" (ISDS) was established by the Ministry of Health of the Republic of Kazakhstan. The use of this system makes it possible to realize the writing out of prescriptions by doctors on the ground. It also facilitates the interaction between medical organizations that provide outpatient care and pharmacy organizations," - Berik Sharip, Chairman of the Board of SC-Pharmacy LLP, explained.

The participants of the meeting expressed their proposals regarding dispensing prescription drugs and taking into account the consumption of medicines in the context of regions and medical organizations.

"The work of the call center on access to medicines should be transferred into proactive provision of services, and this is possible today due to digitalization," - the representatives of the National Council consider.

"In the absence of the necessary medicine in the pharmacy attached to the clinic, it is necessary to provide for the possibility of obtaining the drug by the patient free of charge in any other pharmacy in which the drug is available. Such an opportunity will serve to increase the availability of medicines. And it is possible to track financial flows and flows of drugs dispensed with the help of software, - Yulia Yakupbayeva, Deputy Chairman of the Board of the National Chamber of Entrepreneurs of the RK says.

It is necessary to prescribe the same procedure for patients who need medical care. For example, if a person is on a business trip and he has a need to consult a doctor. In this case, information about the assistance received should go to the health insurance fund, which will pay for the service, thus, the principle "money follows the patient" will be implemented.

Representatives of the business community also noted the long and inconvenient process of issuing electronic prescriptions for doctors.

The developers of the information system agreed with the suggestions made and promised to take them into account when finalizing the software.

Berik Sharip, Chairman of the Board of SC-Pharmacy LLP, announced that by the end of 2018 it is planned to implement an information and analytical system that will improve the efficiency of the management.

Yulia Yakupbayeva, Deputy Chairman of the Board of the National Chamber of Entrepreneurs of the Republic of Kazakhstan, stressed the importance of ongoing work on the digitization of health care, in particular, drug provision.

"Digitalization is necessary to improve the transparency of the health care system, the flow of funds, which will facilitate the adoption of management decisions and improve the quality of services to the population," Yulia Yakupbaeva said.​​​​​​​

In June, a Memorandum between the Ministry of Health of the Republic of Kazakhstan and the NCE RK was signed and the Road Map for its implementation in six areas was approved. One of the project activities is "the provision of digitalization in healthcare", which provides visual acquaintance with the functioning of information systems of medical institutions in the regions and monitoring the implementation of the patient's electronic passport.​​​​​​​
