FINANCING PER CAPITA WILL ALLOW “UNLOADING” KAZAKHSTANI SCHOOLS

Starting next year, this type of financing will be introduced in all schools of the country.

According to the Vice-Minister of Education and Science of the Republic of Kazakhstan, Bibigul Asylova, today the education system is in acute need of large schools.

For 2018, the shortage of student seats was 198 thousand. As a solution, "Atameken" together with the MES RK proposed the introduction of per capita financing. As part of a pilot project, 8 schools in Astana have already received finances for this purpose in 2018.

Per capita financing will be provided from the republican budget. In general, this will lead to an increase in the number of private schools with the participation of investors. The amount of per capita funding will depend on the level of the school.

The amount of the second level funding is designed for private schools and schools with the transition to the form with the right of economic management. For them, the amount of funding will be 235 698 tenge per student. The republican budget will finance wages, the incentive fund, study costs, maintenance, capital expenditures, utilities and the Internet.

For entrepreneurs who decide to build a private school, the state will allocate 478,098 tenge. This amount will include the second level funding, plus the incentive component. It will be reimbursed to private business for construction costs for 8 years. The number of students should not exceed the design capacity of the school, and for 20 years the owner will not be able to change the purpose of the object.

 

It is worth noting that, despite per capita funding, private schools will reserve the right to charge additional fees to parents.

Bibigul Asylovа assured that the new standard is designed for the child as much as possible and will help to avoid requisitions from parents.
