RUSSIAN BUSINESSMEN SHARED EXPERIENCE IN SHOE LABELING

The first meeting was held at the site of the Eurasian Economic Commission from a series of meetings initiated by NCE Atameken. The meeting was dedicated to developing a coherent business position on shoe labeling.

The deputy chairman of the Board of NCE RK "Atameken" Yulia Yakupbaeva reported that representatives of the Kazakhstani business of the shoe industry took the initiative to conduct a pilot project for shoe labeling.

“The desire of the business is due to the fact that entrepreneurs do not want to lose their export markets, since the pilot of shoe products has already started on the territory of the Russian Federation and the Republic of Belarus,” Yulia Yakupbaeva noted.

The project manager of the Unified Operator of the Russian Federation Vera Volkova announced that the experiment on labeling shoe products in the Russian Federation was launched on June 1, 2018 and will last until July 1, 2019.

“At the moment, all the main marking points have been tested, such as: code generation (consists of the following groups: GTIN, unique serial number, four characters of FEACN and verification code), marking code and etc. More than 200 companies participate in the pilot project, they generated more than 3 million codes, 95 per cent of which  were issued to importers. At the same time, a brand with a code can be printed on a consumer packaging, a product label, as well as on shoes itself,” Vera Volkova said.

The representatives of the Russian business participating in the pilot project said that the most important task in the implementation of labeling is a proper organization of business processes.

"In the Russian Federation, a great deal of work was done on integrating the labeling procedure into existing business processes of entrepreneurs (importers and manufacturers). At the same time, the costs of applying the stamp are insignificant (50 kopecks), but there are certain costs for setting up equipment and tracking goods (scanners, aggregators), ” the representatives of the business community said.

Following the meeting, the EEC representatives informed the meeting that four countries have already expressed interest in participating in shoe labeling. In this regard, the Ministry of Industry and Trade of the Russian Federation will send to the EEC a notification about the commencement of the marking process in accordance with the procedures of the Labeling and Traceability Agreement. Then the EEC will form a working group to discuss all issues related to labeling of shoe products within the EEU.

It is further planned to hold meetings to discuss pilot projects on the labeling of dairy products, furniture products, perfumes and beer.
