Tulemis Shotanov told about main problems of business

This was stated at the IV Congress of Atameken by Deputy Chairman of the Board of NCE RK "Atameken", Tulemis Shotanov. He noted that one of the key business problems is the availability of financial resources. For its effective solution, the state program "Business Roadmap 2020" is functioning, in the development of which NCE actively participates. "In 2016, 200 billion tenge was allocated from the SNPF for SMEs with the assistance of the National Chamber, more than 3 billion tenge will be allocated by the akimats this year. We managed to revise the requirements for infrastructure and effective projects. We also suggest reducing the current subsidy rate from 19% to 16%", - noted Tulemis Shotanov. In 2016 the work on service support of business was significantly strengthened. As a result, more than 46 thousand business entities received support measures, more than 2 thousand of them opened their own business, more than 4 thousand projects were accompanied, and 8 thousand entrepreneurs received financing. "One of Atameken's priorities has always been the development of business in the countryside. The new state program for the development of the agro-industrial complex for 2017-2021 took into account such initiatives as the transition from monthly subsidies to payment for each ton of products produced, a wider coverage by subsidizing small and medium-sized farms. In addition, it was possible to reduce the amount of VAT for payers of a single land tax. In general, we think it necessary to gradually switch from direct subsidies to the agro-industrial complex to preferential financing", - said Tulemis Shotanov. Also, the development of public-private partnership opens good opportunities for business. The key problems in the sphere of PPPs were long procedures, the lack of attractiveness of the financial model and the complexity of concept development. At the initiative of Atameken, an agreement was reached on a long-term state order for PPP projects, procedures were dramatically simplified, compensation for exchange rate fluctuations was provided, and a proposal to replace the concept with a business plan was supported. "Along with the squeezing of sales and the availability of finance, business is experiencing a problem with access to information on the availability of free land, infrastructure and potential development directions. That is why in 2016 the National Chamber completed the work on the creation of the Regional Business Development Map. Today, 256 investment projects have been included in the Map, 20 of them were financed in the amount of 9.7 billion tenge. A registry of about 500,000 enterprises was drawn up, 30 investment and expert agreements were concluded for 22 billion tenge", -the Deputy Chairman of the Board said. In the long term, according to him, it is planned to include the Tourism Road Map, a Map of the processing capacities of the agro-industrial complex and information on free economic and industrial zones to the Regional Map.
