The aim of this study is an analysis and comparison of business conditions in the regions of Kazakhstan and formation of an independent rating of "Business - climate," taking into account both external and internal factors of the business environment.

Research objectives:

1. The calculation of the integral index of the level of development of entrepreneurship in the study of efficiency and transparency of business regulation in the regional context;

2. The improvement of the assessment methodology in the study "Analysis of the efficiency and transparency of business regulation in the regional context";

3. Expertise of the Methodology of assessment of business environment;

4. The ranking of regions of the Republic of Kazakhstan in terms of doing business;

5. The analysis of the dynamics of business development in the region as compared to the previous year;

6. The preparation of the national report on the state of business activity in Kazakhstan;

7. Drawing up of regional business profiles in the context of 14 regions and 2 cities of national significance;

8. Development of proposals to improve the business climate.

Reforms to improve the business

Since independence, the Head of State attaches great importance to the state of business in the Republic of Kazakhstan, at the present stage and he set a strategic goal - to enter the 30 most competitive countries of the world.

Objective external assessment of reforms undertaken to improve the business climate in the country is generated by the World Bank ranking “Doing Business”, or rating, which determines the ease of doing business.

The rating is based on 10 indicators:

1. Registration of an enterprise

3. Registration of a Property

4. Getting a bank loan

5. Protection of Investors

6. Taxation

7. International trade

8. Execution of contracts

9. Resolution of insolvency

10. Connecting to the power supply system

Thus, the rating of “Doing Business” makes it possible to analyze the whole life cycle of the business, starting with the opening of a business and ending by its liquidation.

In addition, “Doing Business” is used to determine the competitive advantages and investment attractiveness of the economy of a country on the basis of a comparison of opinions of experts participating in the survey of the World Bank's business with governments actually carried out reforms.

The number of countries participating in the evaluation of “Doing Business”, is constantly increasing.

All data of “Doing Business” is updated annually and published in the report and on the website russian.doingbusiness.org. These figures reflect the situation as of June 1 of the respective year of publication and may be revised when new information is accumulated. Revision may also apply to previously published reports to ensure data consistency.
