Getting the CT-KZ, according Akshalova, occurs in two stages. First, the entrepreneur applies to any business expert organization that collects the complete package of documents, according to the order of the Ministry of Investment and Development of the Republic of Kazakhstan, inspects the production facility, checking, whether it produces goods, inspects the equipment, personnel, carries out the identification of the goods - that is, the complete visual overview. Further the examination certificate is filled in. The examination certificate shall be certified, expert auditors are certified at the Committee for Technical Regulation of MID RK. After receipt of the examination certificate, the entrepreneur takes a full package of documents with the conclusion to the regional Chamber of Entrepreneurs, depending on its location. "This is the second stage. The Chamber pursuant to paragraph 22 verifies the validity of this package. The representatives of the company inspect it or issue a formal denial, or the conclusion with the confirmation that the product is indeed of Kazakhstan origin with a certain share of local content. This certificate is automatically downloaded to our portal. The experts at the headquarters check, filter and download it into Nadloc, which is a moderator of the website CT-KZ”, - she said.
Akshalova noted that today the procedure of obtaining a CT-KZ certificate is quite complicated. In addition, there are a lot of complaints about the accuracy of the issued certificates. "So, in 2015 the Department of Technical Regulation NCE RK has eliminated the false information specified in the examination certificates (incorrectly defined criterion of origin, incomplete submission of documents, overstatement of the proportion of local content) and revocation of false CT-KZ certificate, the data in which was unreliable. This confirms that the applicants do not bear responsibility for providing false information", - she said.
The expert believes that a new approach to the certification of goods of Kazakhstani origin is required. "We need to move the responsibility for issuing certificates of conformity with the assessment of the share of local content for internal circulation to conformity assessment bodies. According to the law "On technical regulation", certification bodies are independent parties from producers and consumers ", - she added.
As you know, as of June 2015, NCE has the right to conduct an internal audit upon receipt of appeals of entrepreneurs with a request to verify the legality of an issued CT-KZ certificate. So, NCE RK checked 83 companies, as a result certificates of 42 companies were revoked. "These audits have shown good results. There are bad reviews, but they mostly come from pseudo-entrepreneurs. For example, criminal proceedings were initiated in respect of 4 producers. The work is hard, we receive threats from entrepreneurs, calls from competitors and so on. The joint committee conducts audits, which includes both the public figures from the party "Ak Zhol" and specific technical specialists who understand the furniture, the pharmaceutical industry and the chemical industry, for example. Plus representatives from the headquarters", - said Akshalova.
She stressed that the certificate CT-KZ will not be cancelled in 2016. "It will be valid. Starting from this year, the CT-KZ certificate will be issued to participants of the SEZ until 2017, and subsoil users until 2023. There will be no substitution to industrial certificates. The certificate CT-KZ remains. NCE currently develops the industry certificate, we are initiators. It will be issued only to the manufacturers. If the certificate CT-KZ is issued for goods, then in this case it will be issued by the manufacturer for the whole production line. A great emphasis is being made on productive capacity - how many goods can be produced in a certain period. The procedure and the rules are being compiled; all the associations are involved in this. The work is on, the Government supports us", - said the expert.
Akshalova added that the value of CT-KZ certificate at NCE remains the same - 4 MCI, but the expert organizations have their prices.
