Fraud related to “calves”, which were supposedly sent for slaughter
A rural entrepreneur could not almost for a year receive a grant for thoroughbred bull because of a fault of a specialist of a state owned municipal enterprise
He managed to solve a problem only after appeal to the branch of the Chamber of entrepreneurs.
The story began in September 2015, says the head of the peasant farm "Sholpan" from Uzunkol District Nurlan Nurmagambetov. That's when he bought a bull- to improve the conversion of cattle. Part of the money spent on the purchase, as well as many of his colleagues, he expected to return in the form of state subsidies. But, referring at the beginning of 2016 to the District SCE "Veterinary", he learned that in the database for identification of agricultural animals, the bull was listed as sent for slaughter, and, therefore, subsidies were out of question.
The entrepreneur tried to find out who and why "destroyed" the live cattle, and fix the problem, but with no success.
"Obviously, this is a trivial error. I turned to SCE, and the city administration, a I made a special trip. They promised to help, but weeks went by, and months, and it was not solved", - complains Nurlan Nurmagambetov.
The representatives of the branch of the Chamber of entrepreneurs reviewed the problem. First we sent a request to SCE "Veterinary", where the answer came that a specialist made an error, by registering the bull as sent for slaughter. And it is not difficult the track, in fact, according to the data, the bull’s blood was collected for analysis after the "slaughter". SCE corrected the mistake, the animal was "resurrected", the businessman received subsidies in the end, however, by the end of the year. Nevertheless, the prosecutor's office, with which interacts the Chamber of entrepreneurs, raised the issue of bringing the employee of the state-owned municipal enterprises to disciplinary action, which was done.
However, the troubles with SCE did not end there. In 2016 the representatives of the agricultural cooperative "Diva" addressed for assistance to the Chamber. After registration they received a loan and bought three cows, but when they tried to register them in an electronic database, it turned out: the cooperative already has four bulls.
"Where did they come from? No one knows. We start to explore, direct request, but it was ignored. We wrote to the prosecutor's office, because animals could not appear in the system on their own. It turned out that the data was input by a specialist, and it's not bulls, but cows and calves, which legally do not belong to the cooperative. Specialists of SCE "Veterinary " agree to fix the error, but instead indicate in the database that the bulls were sold. But this is already a part of the revenue that is taxable. All the interested parties join the resolution of the issue, as well as the district akimat. As a result, the territorial inspection of veterinary control and supervision conducts an audit and proves the mistake SCE and attracts agency to administrative liability in the amount of 125 MCI, and the employee to the disciplinary action", - said the director of the branch of the Chamber of entrepreneurs in the region Bolat Zhumabaev in Uzunkol District.
In total in 2016 the Regional Chamber of entrepreneurs received more than two hundred complaints on decisions and actions of state bodies and organizations. More than half of them were resolved in favor of entrepreneurs, economic benefit for the business amounted to 1 billion 200 million tenge.
