System of antiterrorist protection helps businesses to maintain effective business

On 3rd of April 2015 the Government issued a decree "On approval of requirements for the system of anti-terrorist protection of facilities vulnerable from terrorist point of view", according to which crowded places should be equipped with a safety system. These include shopping centers with a trading platform, entertainment venues and eating places. There are very minimal requirements to ensure antiterrorist protection. It is simply enough to install the television monitoring system and fire safety system.

"The company should also have the passport of counter-terrorism security, which needs to be agreed with the head of the local Department of Internal Affairs. The document can be obtained within a week. According to the rules, a passport is changed once in three years ", - says the expert of the legal department of the Chamber of Rakhym Zhanysov.

At present, security checks have been conducted at the enterprises in Ili, Zhambyl, Panfilov and Kapshagay districts. As it turned out, most facilities have no CCTV cameras and anti-terrorism passport. Managers of organizations are obliged to eliminate violations during the month, otherwise they will have to pay a fine of 100 MCI. If the employer does not to follow the requirements for the second time, he can face an administrative fine of 200 MCI.

Market "Aul" in the village Balpyk of Bi Koksu district was one of the first to meet the stipulated requirements. According to the administrator of the market Khadzhimukana Kaliyev the surveillance system proves its efficiency in practice.

"CCTV surveillance system ensures not only security of the market, but also prevents the facts of theft and other illegal acts. This administration has been able to identify several similar facts. Thus, we have saved businesses from financial loss", - said the representative of the market.

The expert of the Chamber of Entrepreneurs draws attention to the importance of carrying out explanatory work among business representatives.

"The main task is to assist heads of enterprises in the organization of preventive measures and advocate the need to comply with legislation. Implementation of the requirements will ensure safety of people and business ", - concluded the expert.

Inspection of anti-terrorist protection  at other facilities is scheduled for next month.
