Railway tariffs will not change after the reform of "KTZH"
The national company has presented a program of transformation at the site of NCE RK "Atameken"
In September 2014 the Board of Directors of the National Welfare Fund "Samruk-Kazyna" approved a program of large-scale transformation of its activities and the activities of controlled portfolio companies. This program lays the foundation and the general principles for the transformation of the entire group of JSC "Samruk-Kazyna", including the Fund itself and its portfolio companies.
JSC "NC" Kazakhstan Temir Zholy" one of the first began to implement the transformation, the essence of which lies in the division of transport activities and rail infrastructure.
Because rail transportation is socially significant industry, the National Chamber of Entrepreneurs of RK "Atameken" invited "KTZH" for a dialogue with the business - direct consumers of services of the national company. As it was noted by the Deputy Chairman of NCE RK Dana Zhunusova, business is concerned about issues of tariff formation and the level of tariffs for railway services on the basis of the reform of "KTZH".
Presenting a program of transformation, vice president of national company Erkin Zhusanbaev spoke about the main stages of the reorganization of JSC "NC" Kazakhstan Temir Zholy ". According to him, before 1st July of this year cargo carrier company will be established "KTZ – Cargo Transportation" and until the end of the year 100% of the shares of JSC "KTZ Express" will be transferred to it. At the end of 2017 will appear the infrastructure operator. It is also planned to arrange privatization of JSC "KTZ - Passenger transportation".
The representative of the national company told about the main changes in the functional structure and the distribution of assets among freight carriers and infrastructure operators.
Presentation of the transformation program has caused a lot of questions from the participants of the meeting. For example, the CEO of the Association of National Freight Forwarders Ilya Segal is concerned about comfort for business during transition from the current scheme of "KTZH" to the new JSC "KTZ – Cargo Transportation". Regions asked questions about the conclusion of contracts on access to the main railway network, on the supply and cleaning of cars, on sending cargo and so on. The representative of the Union of Farmers of Kazakhstan has called for maximum transparency during reorganization of the structure of JSC "NC" KTZ ".
Responding to business issues, Vice-President of JSC "NC" Kazakhstan Temir Zholy" Kanat Alpysbayev noted that today the company faces the following priorities: ensuring the security of the transportation process; tariff policy; organization of international transport. Alpysbayev assured that unconditional transfer of liabilities on all the concluded contracts will be observed, and all arrangements will be made. From 1st of July of this year the new contractor JSC "KTZ – Cargo Transportation" will conclude contracts on freight transportation.
Following the meeting of JSC "NC" Kazakhstan Temir Zholy ", NCE RK "Atameken" and CREAM ZK MNE RK signed a tripartite memorandum, according to which "KTZH" agrees with the transformation not to raise the limit levels of tariffs for regulated services of the main rail network.

The next meeting, expected to take place in July of this year, after the creation of JSC "KTZ – Cargo Transportation".
