The Ministry of Agriculture of the Republic of Kazakhstan "banned" import of agricultural products from Russia

In Kazakhstan, on 25th of October was introduced restriction on imports of agricultural products of animal origin from Russia due to the outbreak of FMD in the Vladimir region (Russian Federation)

The Department of Economic Integration of NCE RK "Atameken" brings to the attention of local importers and agricultural carriers, that on 20th of October 2016 in the official notification of the International Epizootic Bureau was reported on registration of the case of FMD (foot and mouth disease) on the territory of d. Vyshmanovo in the Vladimir Region of the Russian Federation (serotype Asia-1).

The farm where the outbreak was discovered, contained about 800 animals, of which nearly 400 cows – are milk cows. The cows, that have the confirmed foot and mouth disease virus, were immediately sent for slaughter. By the condition on 24th of October  more than 100 units of cattle have been slaughtered.

Algorithm of actions in similar situations is regulated at the international level in the Terrestrial Animal Health Code of the OIE.

Thus, in accordance with Article 8.8.2 of the Code of the OIE Terrestrial Animal, one of the requirements for FMD free zone, in which vaccination against foot and mouth disease is not conducted, is the lack of cases in the last 12 months on the territory of the zone.

At the same time the Vladimir region is part of the zone, which has the status of free of FMD without vaccination, officially assigned by OIE in 2016.

However, on 24th of October 2016 the Ministry of Agriculture of the Republic of Kazakhstan has sent a written notification to Rosselkhoznadzor about that, given the current epizootic situation, the state decided to introduce from October 25, 2016 restrictions on the importation into the Republic of Kazakhstan from the Russian Federation, included in above the zone (Bashkortostan, Karelia, Komi, Mari El Republic, Mordovia, Sakha (Yakutia), North Ossetia - Alania, Tatarstan, Udmurtia, Khakassia Republic, Chuvashia Republic, Autonomous Republic of Crimea, the Kamchatka Territory, Krasnoyarsk, Perm, Arkhangelsk region, Belgorod oblast, Bryansk region, the Vladimir region, the Vologda region, the Voronezh region, the Ivanovo region, the Irkutsk region, the Kaliningrad region, the Kaluga region, the Kemerovo region, Kirov region, Kostroma region, Kursk region, Leningrad, Lipetsk region, the Magadan region, Moscow region, Murmansk, Nizhny Novgorod region, Novgorod region, Orel region, Penza region, Pskov region, Ryazan region, Sakhalin region, Sverdlovsk region, Smolensk region, Tambov region, Tver region, Tomsk region, Tula region, Ulyanovsk region, Yaroslavl region, Nenets, Khanty-Mansi Autonomous Area, Chukchi Yamalo-Nenets Autonomous District)

• FMD susceptible animals;

• beef;

• pork;

• lamb;

• milk and milk products;

• finished goods, which in accordance with the recommendations of the OIE Code didn’t undergo heat treatment;

• non-food raw materials and products derived from the slaughter of FMD susceptible animals;

• used equipment for their maintenance, slaughter and processing, feed and feed additives for animals;

• feed and feed additives for animals of plant and animal origin.

Committee of veterinary control and supervision of the Ministry of Agriculture has notified in writing the territorial division of the limitations and the need for strict compliance with regulations.

Department of Economic Integration of NCE RK draws attention of domestic importers and transporters of agricultural products to the existing restrictions on imports from the territory of the Russian Federation of the aforementioned products from 25th of October this year.

In turn, the Department carries out constant monitoring of the concerned public and informs about the current situation on this issue.

Foot and mouth disease (in latin - Aphtaeepizooticae; in English - Foot-and-mouth disease.) - Acutely leaking highly contagious viral disease of domestic and wild cloven-hoofed animals, characterized by fever and aphthous lesions of the oral mucosa, hairless areas of the scalp, the udder, the corolla, inter-hoof gaps, accompanied by movement difficulties; among young animals - the defeat of the myocardium and skeletal muscle. Sometimes people get sick with FMD.

The first symptoms: fever, chills, headache and muscle pain. Later, sores appear on the body and mucous membranes.

Infection can occur when the person taking care of sick animals. The virus may also be transmitted to humans through the raw meat, milk, as well as through scratches on the body, mucous membranes and micro-cracks.

Prevention in disadvantaged areas is reduced to the prohibition of the consumption of raw meat, milk and dairy products. It is required to boil or to pasteurize milk. Care should be taken when caring after sick animals (washing and hand disinfection, protective clothing - apron, gloves, boots).
