Such data was cited by the Minister of Finance Bakhyt Sultanov at the Government meeting on Tuesday. "At the first stage the number of organizations will be reduced to 1136 companies. Of these, 408 – are included in the schedule", - said the Minister. It was suggested to eliminate 243 of them. According to calculations of the Ministry of Finance, after the first stage less than 6 thousand companies will remain in state ownership. 105 organizations with an annual turnover of 66 billion tenge will go to private sector, including through state orders from the budget of 28 billion tenge.

 Bakhyt Sultanov assured that these facilities "will be attractive for business, because their activity is already present on the market".

"It is an activity in the field of agricultural production, publishing, tourism, sport, housing and communal services, architecture, etc. Taking into account 408 organizations, which are already included in the schedule, the business will receive 513 objects, with annual revenue of 336 billion tenge, including 119 billion tenge from the budget", - added the Minister of Finance.

It is expected that the first phase will start in 2017. "The priority in the first half of the year is to exhibit the most attractive objects, the list of which is formed on the basis of the proposals of the National Chamber of Entrepreneurs "Atameken"", - said the head of the Ministry of Finance.

  In general, the minister said that in "the next two or three years the number of organizations shall be reduced by another 4.5 thousand state objects and make 1393". In this connection during the second phase it is planned to introduce "a new organizational form - budgetary institution". Bakhyt Sultanov assured that the criteria will be developed by the Ministry of National Economy and Finance in cooperation with the National Chamber of Entrepreneurs "Atameken".

"To do this we need a comprehensive analysis of the industry by the antimonopoly authority. Organizations that do not fall under the criteria of the new organizational forms will be handed over to a competitive market ", - informed the Minister of Finance.

Developing the theme, Bakhyt Sultanov added that "business has already expressed an interest in obtaining kindergartens in trust management". Therefore, the Ministry of Finance considers it possible to start a pilot project in the capital and regional centers.

"As for privatization of higher education institutions, the following scheme was developed in cooperation with the Ministry of Education. 32 high schools will be converted to non-commercial and commercial joint-stock companies. This work will begin in 2017, private capital will be attracted by 2020 through additional issue of shares", - said Bakhyt Sultanov.

As for colleges, after making appropriate changes to the law on education they will be transferred in "trust management for large enterprises and universities in 2018". In addition, the transfer of 124 clinics in trust management is planned in the years 2017-2020.

But for this, stated the Minister of Finance, will need to make a package of amendments to the law on state property, education, health care and other legal acts. The Finance Ministry assured that "these measures will lead to effectiveness of budgetary expenditure and the management of state assets".
