Timur Kulibayev: "Trade – is leading industry for employment in Almaty"
7 out of 10 Almaty residents are employed in the sphere of trade.
Currently, there are 4.5 thousand sales outlets, or the so-called "convenience stores", not counting the large chain stores and markets, including illegal street trade. In this case the lion's share falls on trade of medium, small and micro businesses and the market is still incalculable and uncontrollable.
These and related problematic issues were discussed at the meeting of the President of the Presidium of NCE RK "Atameken" Timur Kulibayev with the heads of the two Committees - on Trade and SME - Kairat Mazhibaev and Raimbek Batalov.
During the discussion were raised the most relevant topics: the fragmentation of industry associations in the region, the absence of actual figures on turnover and new standards in trade, underdeveloped regulatory framework for Internet trade, which would protect domestic importers of products. In contrast to them the global giants of online trade, who are present on the Internet space in Kazakhstan, do not pay taxes and duties to the national budget. As a result, local market places, are put in unequal conditions, turning out to be uncompetitive.
The question of traditional markets remains open. There are still problems in the relationship with tenants, transparency of trade, tax deductions, health and fire safety.
According to the head of "Atameken", the state program of development of trade is required, taking into account the role of the Internet, exchange trade with the universal transition to the new standards. It is also necessary to complete the work on the modernization of markets and the creation of wholesale and retail centers.
"Supply of agricultural products – is an important question. And we have discussed it, and it is on control of the Government. We need to formulate our proposals, the business community's position. And, in particular, to discuss the negative issues that are related to supply of agricultural products, where and what administrative barriers interfere and not let domestic products to get to consumers at reasonable prices", - said Timur Kulibayev.
There was made a suggestion on the integration of Maps Regional Development of NCE “Atameken” with the development plans of akimats to obtain a single official document that reflects the real picture of the business environment in each region. Parallel to this, it is advisable to enhance the work on creation of agricultural cooperatives. In addition, the developed General Plans of towns and cities should take into account the existence of trade outlets.
"Applications for the business should be simple:" Those who wants to - take part in the competition, but on one condition: you must strictly observe the architectural requirements inherent to the city. The rules are simple and clear. Trading Point are equipped with the infrastructure, it is enough to come and to apply. We should we undertake such work in all spheres", - concluded Timur Kulibayev.
