The results of the campaign of attachment to primary health care facilities were reviewed
On 20th of November 2017 was held the first meeting of the regional commission on the results of the campaign of attaching the population to healthcare providers, providing primary health care, at the site of the Mangistau oblast branch of the NAO "Social Health Insurance Fund"
For objectivity and transparency, the commission includes representatives of the authorized body - the Health Department, the National Chamber of Entrepreneurs, non-governmental public associations, the trade union of health workers. Among them is Mirlan Khusainov, Deputy Director for Economic Affairs of RCE of Mangistau Region.
The Commission considered the results of the campaign of attachment to primary health care facilities.
After the discussion, the list of health care subjects of PHC admitted to the conclusion of a contract for the purchase of services within the guaranteed volume of free medical care was defined.
In the future, it is planned to hold meetings of the commission for the selection and placement of medical services among healthcare subjects included in the database of healthcare entities and claiming medical services within the guaranteed volume of free medical care.
To select and place the volume of medical services among healthcare entities, the non-commercial joint-stock company "Compulsory Medical Insurance Fund" annually creates:
1) republican commission;
2) regional commissions.
In its work, the Commission for the selection and placement of medical services among healthcare subjects within the guaranteed volume of free medical care and in the system of compulsory social health insurance is guided by the Constitution, the Code of the Republic of Kazakhstan "On the health of the people and the health care system", the Law of the Republic of Kazakhstan "On compulsory social medical insurance", the List of the guaranteed volume of the free medical aid approved by the governmental order of RK, the Rules and other normative legal acts in the field of health of the Republic of Kazakhstan, the Regulations, as well as the recommendations of the Appeals Commission of the Fund for procurement of services under the guaranteed amount of free medical care. The total number of members of the Commission is an odd number and the composition of the Commission is formed by the Board of the Fund.
Members of the Commission sign an obligation to choose and place the volume of medical services for healthcare subjects in the framework of the guaranteed volume of free medical care and in the system of compulsory social medical care before starting work. In the voting each member of the Commission has one vote.
Voting is carried out openly. The conduct of absentee voting, as well as the delegation of members of the Commission to other persons is not allowed. Insurance in the form in accordance with the annex to this Regulation. Any action or inaction of the Commission in the selection and placement of medical services among healthcare subjects within the framework of SGBP and in the MSHI system may be appealed in accordance with the procedure established by the legislation of the Republic of Kazakhstan.
