Forest needs a master: Entrepreneurs raise the issue of forest management

Entrepreneurs discussed the issues of forest use on the sites of the state forest fund

On 21st of December was held a meeting at the Atameken site on further forest management in the areas of the State Forest Fund.

The event was held with the participation of Deputy Chairman of the Board of NCE RK "Atameken" Eldos Ramazanov, Vice Minister of Agriculture of the Republic of Kazakhstan Erlan Nysanbayev, representatives of the business community and other interested persons.

"We at the recent meeting of the Government announced several points concerning the activities of the forestry sector. First, the issue was the abolition of long-term forest use due to many circumstances", - said Yerlan Nysanbayev, vice minister of agriculture of the Republic of Kazakhstan.

Recall, in the speech of the Vice Minister of Agriculture Yerlan Nysanbayev at a meeting of the Government on the conservation of biological diversity and its rational use, the intention of the authorized body to ban long-term forest use for harvesting timber and transferring the necessary forestry measures to the state institutions themselves was announced.

Deputy Chairman of the Committee for Forestry and Wildlife Kairat Ustemirov added that in order to relieve the burden on the republican budget in forest management since 2003, the Institute introduced a long-term forest use for logging.

"At present, 76 forest users are provided with resources: Akmola region - 17, East Kazakhstan region - 14, Kostanay region - 16, Pavlodar region - 4, North Kazakhstan region - 25", - said Kairat Ustemirov.

The participants of the meeting noted that changes are needed for further development of the industry.

"The issue should be treated more constructively, there are decent businessmen and long-term contracts, which they want to limit, there are also certain risks. If there are no long-term contracts, then what is the point to invest for a long period? ", - said Yeldos Ramazanov.

Cardinal changes, like the ban on forest management and the introduction of restrictive measures in general, can lead to deplorable socio-economic consequences. Atameken believes that it is necessary to look at the industry in order to offer tools for development, for example, to increase plantation cultivation of forests for industrial purposes and so on.

The legislation provides for reimbursement of expenses for the laying and cultivation of plantations of fast growing tree and shrub species, creation and development of private forest nurseries. However, this tool does not work and it was proposed to develop this industry.

Forests in which industrial cuttings are allowed are located in the north and east of the country. In addition to East Kazakhstan region, the forests of the republic are small areas, far apart from each other for considerable distances. For the most part, the resource potential of a separately taken forestry does not exceed 50 thousand m3. This can’t but affect the organizational forms of logging enterprises. Therefore, at present they are represented by small and rarely middle-sized business entities.

Operational forests in the overwhelming mass are represented by deciduous species (89%), which have low demand in the market. In the harvested raw materials, the share of wood sorts is high (68%).

Since the beginning of the long-term forest use (since 2006), in the East Kazakhstan region there have been started the production of deep wood processing (plywood production plant, USB plates, phenol-formaldehyde resin production, wooden house-building, lumber production, etc.), aggregate repair and equipment for logging and woodworking industries.

All long-term employees continue to update the fleet of road-building equipment annually, acquire various types of vehicles, including timber trucks, timber handling equipment, which has reduced manual labour to 90%.

As a result of the meeting, it was decided to create a working group with the participation of representatives of state bodies, NCE RK "Atameken", the association, experts and other interested persons.

"Let's actively discuss, I invite everyone to join the working group, form proposals and come out with the consolidated position of "Atameken ", - summed up the Deputy Chairman of the Board.
