Online declaration of customs procedures: Let's start with exports and transit
From January 1, 2018, Kazakhstan launches online declaration of export
On 25th of December, a meeting on the implementation of IS “Astana-1” was held on the Atameken platform.
Dina Mamasheva, Managing Director and Director of the Customs Administration Department of NCE RK Atameken, opening the meeting, noted that the Head of State signed on 13th of December this year the Law of the Republic of Kazakhstan "On Ratification of the Agreement on the Customs Code of the Eurasian Economic Union", which provides for a substantial simplification of customs procedures and their transfer to electronic form.
"From 1st of January 2018, customs procedures should be transferred to electronic declaration, the pilot project "Astana-1" will be scaled across Kazakhstan. However, there are three main components of the new change. First, the regulatory framework, which will be further developed within 2 months. Secondly, the information component, are we ready to implement this system?! Thirdly, internal interaction and communication. Business is very worried, the new legislation should not become a shock, so that this work was done as smoothly as possible, we want to discuss the plan of the event", - explained Dina Mamasheva.
In his turn, the Chairman of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan Ardak Tengebaev informed that the information system was corrected for the requirements of the EAEU legislation.
"Until 20th of December, developers assured that the system will run smoothly. Questions and current errors will be quickly corrected and the system is ready for use from 1st of January 2018. The State Revenue Committee is set to work in full force in January. Since 1st of October 1 the procedure of "customs transit" was piloted, there were certain errors that were promptly corrected. However, we received a letter from the developers, where it is informed that "Astana-1" will be implemented in stages, we will start export only from 1st of January 2018", - the Chairman said.
Deputy head of the Customs Control Department of the Customs Control Department, project manager of IS "Astana -1" Umitgul Gubasheva said that electronic declaration of goods will not only provide a convenient platform, but also cut costs.
"In general, all operations are technically implemented, regular video conferences are held. Temporary periodic declaration has already been implemented. There are small mistakes that we will eliminate - they concern mixed deliveries. The system is built on logic, where all the graphs are connected, we tried not to change this logic", - Umitgul Gubasheva stressed.
Deficiencies and shortcomings in the system were listed by the Chairman of the Council of ALE "KATB / P" Gennady Shestakov.
Deputy Chairman of the State Revenue Ministry of the Republic of Kazakhstan Gosman Amrin also confirmed that there are errors in the IS "Astana-1". In his opinion, technical errors exist when entering any information system.
The general expert on customs clearance of LLP “Zhaikmunai” of West Kazakhstan region Almagul Eskenova drew the attention of representatives of SRC of MF RK that since testing the IS "Astana-1" LLP “Zhaikmunai” was able to issue only 1 declaration, there are a lot of questions about completing the graph of the customs declaration. The completion of one declaration takes from 20 minutes to 2 days.
Gosman Amrin replied that these comments from Zhaikmunai will be considered.
Representatives of the business Bolat Zulpibekov (LLP "Center of specialists"), Andrey Novikov (LLP Philip Morris Kazakhstan), Arsen Khodzhamberdiev, Viktor Vasilenko (LLP "Sector-3"), Irina Dymova (JSC "SSGPO") and others also spoke.
Dina Mamasheva, the Managing Director and Director of the Customs Administration Department of NCE RK Atameken also informed the business community that 72 statutory acts were submitted to the National Chamber for examination, out of 93 envisaged by the CC of the RK. The business community is recommended to study carefully them and submit their comments and suggestions to the National Chamber.
In addition, Elvira Karimova, Deputy Head of the Customs Administration of the National Chamber informed the meeting participants about the progress in the adoption of the priority decisions of the EEC, envisaged by the CC of EAEU. As a result of her speech, the decision was made on the need for the State Revenue Committee to carry out an inventory of all EEC priority decisions, and taking into account the provisions of these EEC decisions, inform the National Chamber of the readiness of the ISA-1 to implement the provisions of these EEC decisions and the procedure for performing transactions if they are not ready.
Following the results of the meeting, hearing the comments of the business on the basis of testing the IS "Astana-1", the State Revenue Committee informed the business community that from 1st of January 2018, electronic declaration will be introduced for only 2 customs procedures out of the existing 17 - for export and transit of goods. In addition, following the results of the meeting, it was decided to organize by the State Revenue Committee on January 1, 2018 for the participants in foreign trade activities around the clock work of the Call Center to explain the application of the norms of the new customs legislation of the EAEU and the RK.
Also, the State Revenue Committee will forward to the National Chamber for approval the draft order on the territorial departments of state revenue committee, providing for a clear procedure for the actions of customs authorities and participants in foreign economic activities to electronically declare goods in the IS "TAIS-2" and "Astana-1".
