Kazakhstan business discussed the problems with EEC minister

For the first time “Atameken” held a meeting between business representatives and the EEC technical regulation department minister Valery Koreshkov.

This was a great opportunity for the business community members to ask the minister directly and discuss their anxiety. The participants of the meeting said that the main purpose of the Eurasian Economic union is a free trade turnover between the countries which could contribute to increased well-being of all union members. 

Thus, it is very important to prevent the implementation of technical regulations as a tool to limit the competition within the Union.  Technical regulations shouldn’t be an obstacle for a free trade, they must boost it.

Atameken deputy chairman of the board Dana Zhunusova saying about technical regulations and standards in integration paid attention to additional requirements as the barriers in the trade.

“The analysis of trade in EEU shows that the trade turnover between Kazakhstan and other countries grows because of the increasing import to our country. The competition level in the Union is quite high, but competition limitation is unacceptable. That’s why we are confused by the decisions of our partners who try to create additional requirements beyond technical regulations”-reported Dana Zhunusova.

 

In his turn, the minister said that the products corresponding to the requirements of the Union, should circulate freely in the Union, and EEC will do its utmost to prevent additional requirements.

Valery Koreshkov briefly said about the current situation of the Union technical regulation system and future perspectives in integration development of conformity assessment and accreditation practices.

Today 46 technical regulations were accepted, 37 came into power, 13 new projects and 28 projects on the union technical regulations changes are being worked out.

Atameken technical regulation department director Timur Ermekbaev said that no one accepted regulation had never undergone an appraisal process of regulatory impact on the entrepreneurship.

“Nowadays regulatory impact is the only tool so it musn’t be just a formality. If you implement any additional requirements, you need to consider the interests of other countries, customers and business”- concluded Nimur Ermekbaev.

During the meeting the participants were discussing the issues of electrical appliances energy-efficiency requirements, food labelling and the problems concerning the technical regulation of fat and oil products.

“Kazphosphat”JLC representatives raised a question of changes, suggested by the Russian side on the sanitary requirements concerning the ban of phosphates usage in cleaning supplies, saying that this norm must be proved scientifically. And other possible consequences must be taken into consideration in the decision-making. This ban can lead to the closure of strategically important company in Zhambyl region.

Representatives of car industry raised a question about the non-compliance of technical regulations in EEU countries. Entrepreneurs got clear responses on each EEC technical regulation question.

As a result of the meeting the participants agreed that all discussed issued will be consolidated by the national chamber for further mutual work with the EEC. The best solution on each issue will be formed and it won’t allow additional requirements to entrepreneurs.

According to participants’ opinion, the meeting was intensive and cleared all issues of their concern.
