Quality employment is impossible without market analysis – Eldar Zhumagaziyev

This was announced by the chairman of the board of “Atameken” Eldar Zhumagaziyev during briefing at Central Communications Service.

The speaker told about Atameken’s role in the development of short-term skill training in the framework of the program for the development of productive employment and mass entrepreneurship.

“Atameken” suggested teaching certain occupations in the framework of one or another company’s activity… Nowadays 141 education centres from the roster of the National chamber teach unemployed youth and get reimbursement from the budget. Most of education centres were launched within companies. It was our initiative supported by business community. For example, trainings are organized in the restaurant where they teach waiters and chefs. Let me remind that training continues 6 months. There are a lot of business areas where it is possible to launch workshops. The most important advantage of the short-term skill training is that you don’t have to study for 2 or 3 years. More than 4000 people were taught by this program in the second half of 2017, but employment issue of graduated students is still on the front burner.  “Atameken” often said about this system issue on the lack of analysis of demanded occupations at the market”- told Eldar Zhumagaziyev.

The National Chamber of entrepreneurs suggested a number of new approaches on this matter:

“Let’s take, Aqtobe city where there is a certain number of restaurants, servicing stations and other business directions. We combine them in groups by its specialization. Participants of these communities say what specialists they need so that is how the demand is being formed in education centres”- explained Zhumagaziyev.

Deputy Chairman of the Board told about obstacles in educative project “Bastau business”, implemented in the framework of the program for the development of productive employment and mass entrepreneurship.

“The problem of credit availability for participants of “Bastau business” project is still pressing. Amount of documentation affects funding availability at an annual reduced rate of 6 per cent. According to our data a participant of the project needs 30 certificates and supporting documents, in several regions the number is higher. To resolve the situation we initiate automation. I am sure that it will help to resolve the situation. For example, there are few potential clients of financial organizations in some regions and most of them are the same. Combining clients in single database we might reduce the quantity of documentation because some documents will be already in electronic system”-says the speaker.

Eldar Zhumagaziyev also told about the attachment of “Bastau business” funded projects to the maps of regional specialization.

“The existence of territory development programs at district level is a good thing. But so called maps of regional specialization are static documents and if you focus on them you need to improve only agricultural business. Those maps must be supplemented by other business projects. “Atameken” suggested studying real market demands by screening them. In Sary Agash and Maktaaralskiy districts of the South Kazakhstan such studies showed the results and we saw that business projects are a potentially beneficial for this region.  We suggest to the Ministry of Agriculture to do a joint work on territory development program actualization. These new approaches are beneficial for everyone including “Bastau business” participants which will create new work places and to supplement the budget”- summarized Eldar Zhumagaziyev.

Since April till November 2017 “Atameken” has trained 15000 self-employed and unemployed people the basis of entrepreneurship in 80 regions in the framework of the program for the development of productive employment and mass entrepreneurship for 2017-2021. On 5 December 2017 as a result of 6 flows 3314 participants launched or expanded their business.

In 2018 project targets are doubled. A number of students became 30000 people. 6000 participants should launch or expand their business. Distribution of targets (30000 students) by regions is implemented, the work of a working group is forced, work on the launch of the project is in progress, the talks on business projects funding on the implementation of specialization in the regions, on the synergy with the centre of competencies(agriculture technologies) are being held.
