POPULATION MUST BE PROTECTED FROM DISHONEST ENTREPRENEURS
Mass poisoning in the South Kazakhstan: unconscientious entrepreneurs are to face the consequences
This was stated to journalists by the director of the South Kazakhstan Region Chamber of entrepreneurs Askar Abubakirov during a press conference on the mass ice cream poisoning of Shymkent citizens.
As noted, the situation with mass poisoning by ice cream from the kiosk-cafe "Yuzhnoye" in Shymkent was taken under special control by the regional health department. According to the department, 188 people were taken to the infectious hospital, 99 of which were discharged. None of them are severely ill. The matter is being investigated by authorized body. The first data of the expert examination showed that the poisoning was caused by the contamination of the products with pathogens of salmonellosis that was found in 24 out of 25 surveyed ice cream ingredients. In some cases, staphylococcus was also detected.
The business entity examination revealed a dozen gross violations of the sanitary norms and rules:
- the entrepreneur did not notify the territorial department of public catering protection in accordance with the Law of the RK "On Notifications and Permits";
- an ice cream mixture was prepared in a detached house facility with hygiene requirements offences. Ready mix was brought to the points of sale in five-liter plastic bottles;
- entrepreneur didn't have any accompanying documents for the products, certifying their quality and safety. Only one conformity certificate for dry milk with expired validity was submitted;
- the mix was transported by private vehicle, not in refrigerators, as it is required;
- all 12 employees of the cafe had no health check-ups with an admission to work, except for one seller;
- the disinfection regime was not observed.
The director of the Chamber of Entrepreneurs Askar Abubakirov gave his opinion on the matter of unconscientious business activity and non-compliance with the legislation requirements, which became one of the causes of the mass poisoning.
He noted that the SKO Chamber of Entrepreneurs in cooperation with the Sanitary and Epidemiological Service began intensified explanatory work with the business on the permissive requirements and the necessity to comply with the legislation requirements. The Director expressed clear position of the Chamber about the current situation.
"I believe that in case of revealing the facts of the current legislation violation, business should bear full responsibility. Atameken has repeatedly stated about support and ensuring the protection of the exclusively conscientious, law-abiding business' interests. We believe, good faith is the foundation of the entrepreneur’s business reputation and one of the basic security guarantees for the population" - Askar Abubakirov said.
As Askar Abubakirov noted, in order to ensure the security of the population, the National Chamber suggests strengthen public control over business by developing the consumer protection sphere.
"Atameken proposes to strengthen public control by developing the sphere of consumer protection. Such organizations will discipline entrepreneurs. In order to bring qualified specialists to this sphere, it is necessary to increase budget financing, placement of government projects on creation and sanctioning of consumers' rights protection societies," - Abubakirov reported.
The Chamber of Entrepreneurs is confident that the state control mechanism established by the current legislation and the powers of state bodies allow to control entrepreneurs and ensure security in the sphere of sanitary and epidemiological welfare of the population. Such incidents happen in case of non-compliance with the sanitary standards. Askar Abubakirov noted that first of all it is necessary to comply with the statutory requirements in order to prevent such incidents.
