RUSTAM ZHURSHUNOV ON THE CONSUMERS RIGHTS PROTECTION: THE ORGANIZATIONS SHOULD UNIFY

"Atameken" made proposals for the development of consumer rights’ protection

Today, May 2, at a meeting of the Government of the Republic of Kazakhstan, under the chairmanship of the Prime Minister of the Republic of Kazakhstan, Bakhytzhan Sagintayev, the issues of consumer rights protection were discussed.

In total, this year, the prosecutor's office received 1,079 applications from consumers in the field of rights protection. The most frequent appeals concerned the sphere of tariff increase, the quality of medical, social and tourist services.

Deputy Chairman of the Board of the "Atameken" Rustam Zhursunov noted that the Government is taking unprecedented steps to reduce the administrative pressure and reduce the oversight functions that the business supports.

"At the same time, in our opinion, a vacuum should not appear," - Rustam Zhursunov reported.

"Atameken" NCE RK proposed to maintain the safety and quality of products, works and services through public control, and the development of self-regulation. Today, in the country, 172 organizations for the protection of consumers' rights formally function, but in fact, only 55 of them work. In connection with the current situation, "Atameken" has launched an initiative for resolving issues.

"It is necessary to strengthen the institutional basis of society to protect consumers' rights. To reach this goal, it is necessary to unite them under one "umbrella" in the form of an alliance. We, as a business, need a solid and serious opponent, whose voice will be representative not only in the center, but also in the regions of the country," - Rustam Zhursunov noted.​​​​​​​

He stated the need to introduce imputed insurance. Under such an insurance system, minimum requirements are established legislatively, the rest is determined by agreement of the parties.

Also Zhursunov outlined questions regarding the goods. To date, the state has standards of safety and quality of goods.

"And what about the quality standards of services? Obviously, such national industry standards will reduce the costs of poor-quality services and, accordingly, reduce the number of consumer complaints," - said the Deputy Chairman of the Board of NCE.​​​​​​​

National Chamber proposed to introduce a national rating system through the principle of healthy competition and competitiveness. Atameken is ready to develop a methodology. Keeping the same rating Zhursunov offered to leave for the rating agencies with the participation of consumer protection societies. In order to improve the legislation on consumer protection, it was suggested to define a clear algorithm for the actions of citizens and society, to develop an institution of collective suits as it is done in the USA and Europe.

Currently, the NCE conducts work on the introduction of self-regulation in the spheres of elevator economy and fire audit. Together with the akimat of Astana, the Road Map is being developed on the problems in these areas. At the same time, Atameken has a number of systemic issues in the process of self-regulation of entrepreneurial activity. In this connection, it was suggested to instruct the MNE RK to intensify its work in this direction.

In conclusion, Rustam Zhursunov suggested working out the issue of state order on financing the programs "Control Purchase", "Inspector", which contribute to quality improvement, jointly with the Ministry of Education and Science of the Republic of Kazakhstan.
