The new dossier provides for amendments to 9 indicators of the "Doing Business" rating

Within the framework of the annual spring meetings of the World Bank, from 23 to 27 April 2018, a visit of the Kazakhstan working group on the rating of "Doing Business", headed by the vice minister of national economy Serik Zhumangarin, to Washington was held. The working group included representatives of the ministries of the national economy, investment and development, finance, energy, the National Bank and the quasi-public sector. A member of the Management Board, Deputy Chairman of the Board of NCE Yeldos Ramazanov took part on behalf of the NCE RK "Atameken".

The main theme of the World Bank's spring meetings in 2018 was reforms to improve the business climate in Kazakhstan and discussion of the "Enhancing the competitiveness of SMEs in Kazakhstan" project. In particular, the Kazakhstan delegation presented reforms prescribed by law of the Republic of Kazakhstan "On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Improving Regulation of Entrepreneurial Activity".

The new package provides for amendments to 9 indicators of the "Doing Business" rating, offering 148 amendments to 7 codes and 20 laws. As "Atameken" notes, the changes are given taking into account the opinion of the business and are aimed at their support. For example, the "International Trade" indicator proposes simplification of the procedure for issuing a certificate of origin of goods during export by determining the verification procedure. Also, to simplify the issuance of a certificate of conformity of goods, the Technical Regulation and Metrology Committee is endowed with the function of approving the rules for conformity validation.

The "Registration of property" indicator suggests introducing the state guarantee for the registration of property rights. To improve the quality of public services for the purposes of the subsequent merger of the land and legal cadastre, it is proposed that the "Government for Citizens" NJSK transfer the functions of state registration of real estate rights and transactions. The law provides for the improvement of the "one-stop" principle in the area of environmental impact assessment of projects as part of a comprehensive non-departmental expertise of construction projects, simplification of the procedure for issuing a certificate of origin of goods for export, regulation of the procedure and terms for notifying the traffic police body when carrying out work on the carriageway, introducing factoring tools and financial leasing in the procedures of rehabilitation and bankruptcy, as well as the procedure for separate voting of creditors with the approval of the plan rehabilitation. The provision on credit scoring is introduced in the current legislation on credit bureaus in order to improve the quality of credit risk assessment and wide law enforcement in the area of credit scoring.

In general, according to the participants of the Kazakhstani delegation, the visit of the working group is one of the significant events, having a positive effect on improving the business climate, increasing the competitiveness and investment attractiveness of the country.
