New business development initiatives proposed in Aktobe region
The achievements of the region's SMEs and new growth points were discussed at a meeting chaired by the Prime Minister of Kazakhstan, Bakytzhan Sagintayev, with the region's representatives and the business community.
The Chairman of the Board of the NCE RK "Atameken", Ablay Myrzakhmetov, spoke about topical issues of the mass entrepreneurship and business participation development in the project management of the region.
He noted that to date, the contribution of SMEs to GDP is 18.3%. At the same time, taking into account growth of non-energy sector indicators by 12%, it is planned to work out the issue of business consolidation in the manufacturing sector. About 52 thousand representatives work in these areas today.
According to the certification carried out, the key issues of enterprises remain the availability of credit, demand for manufactured products and a rise in the cost of transportation tariffs. "Atameken" suggests to activate the import substitution by involving regional companies to participate in public and quasi-public procurement.
"The local content monitoring commission is actively working in Aktobe, within which it was recommended to use local products. Agreements with regional producers were signed in the amount of 18.3 billion tenge ... Also, Atameken is ready now to conduct screening to determine regional specialization and search for new niches for SME development in the region" Ablai Myrzakhmetov said.
The Chairman of the Board of the NCE noted the need to consider the issue of creating small industrial zones in the Aktyubinsk region.
"Following the example of Turkey: the construction of a small hangar with the infrastructure and the subsequent location of enterprises. A similar project is being implemented in the Kostanai region ... In addition, it is possible to implement promising projects in the agricultural sphere and create a Support Center for Farmers. We discussed this issue with business, due to the synergy, it will be possible to support local agricultural producers, "said Ablai Myrzakhmetov.
Ablay Myrzakhmetov also noted the importance of specialists trainings for the needs of the enterprises of the Aktyubinsk region through a short-term training system in authorized centers. Such an opportunity is envisaged within the Program for the Development of Productive Employment and Mass Entrepreneurship for 2017-2021 "Ebek".
The akim of the region Berdybek Saparbayev noted that the map of entrepreneurship support was developed in the region. To improve the business environment, the "Business without Barriers" project is being implemented within which the optimization and streamlining of inspections are carried out, as well as strengthening of business support by the state. This year, financial support will be provided in the amount of 22 billion tenge, which will cover 40 thousand people.
"Within the Bastau project it is planned to train 2,2 thousand people which is twice as high as last year. Also, the project "Auylkamkorlyk" is being implemented, within the framework of which more than 500 entrepreneur-mentors for the rural population have been identified. The work carried out will make it possible to reach the planned indicators of the development of mass entrepreneurship for 2018" Berdybek Saparbayev said.
