GAS EQUIPMENT IS PERMITTED IN RESIDENTIAL HOUSES
Another barrier in the field of design and construction is excluded
The project company Aktobegrazhdanproekt, the National Association of Designers of the Republic of Kazakhstan ALE, as well as the entrepreneurs of Aktyubinsk, West Kazakhstan, Atyrau regions addressed the NCE RK Atameken with a systemic problem of the impossibility of using door to door gas equipment in non-residential premises of residential houses.
In "gas" regions, the issue of transferring redeveloped residential objects (apartments located on the first floors of multi-storey apartment houses) to commercial ones is acute. Owners of such premises have always received refusals from monopolists and considered them unreasonable, as there are no other sources of heating in the region. Entrepreneurs could not place gas stoves, heating and water-heating boilers on gas fuel when carrying out their business.
But from August 1, 2018, this barrier is finally removed for entrepreneurs.
By the order of the Chairman of the Committee for Construction Affairs No. 171 - НҚ amendments were made in such normative and technical documents as СН РК 3.02-01-2011 "Residential apartment buildings", СП РК 3.02-101-2012 "Residential apartment buildings", СП 4.03-101-2013 "Gas distribution systems" and other documents.
In the practice of developed countries, the use of apartment heating gas boilers has become widespread as the most economical and progressive solution. The construction and operation of residential buildings using this heating system has been taking place in Kazakhstan since the Soviet period. Despite this, the monopolist did not coordinate the application of this system up to date, referring to the discrepancies and collisions in the current standards in this area. For this reason, the design and construction of residential buildings in the specified regions of the country was suspended, which, in turn, began to negatively affect the implementation of state programs on building houses for the population.
Taking into account the importance and urgency of this issue, in view of its economic and social importance, and also for the purpose of specifying and removing possible misunderstandings in the installation and operation of gas equipment, Atameken initiated a proposal to the authorized body on the need to make appropriate additions and amendments to existing standards.
At the same time, in order to expedite the amendments to the specified normative and technical documents in compliance with the procedure established by the Rules for the Development, Approval, Registration and Enactment of State Norms (Order No. 890 of the MID RK of 22.12.2017), NCE jointly with the applicants prepared reasonable proposals in the form of a comparative table regarding the regulation of the
requirements for the use of gas equipment in multi-apartment houses for each item of amendments and additions.
Based on the results of repeated working meetings and detailed discussion of the raised problem with the representatives of the authorized body, it was decided to promptly make appropriate additions and amendments to the abovementioned standards without submitting the issue to the meeting of the scientific and technical council.
