“ATAMEKEN” DISCUSSED RISK MANAGEMENT SYSTEM OF CUSTOMS BODIES
A working meeting on the use of risk management system by customs authorities was held.
Since the beginning of the year, the National Chamber and the structural subdivisions of the State Revenue Committee of the Ministry of Finance have been working together to improve risk management systems in the tax and customs spheres. Since 2018, the RMS (risk management system) has been introduced into electronic declarations based on the ASTANA-1 IS.
Opening the meeting, Deputy Chairman of the Board of the NCE RK "Atameken" Kuanysh Baltabayev noted that the NCE pays special attention to the implementation of RMS.
"On the one hand this system will reduce the inspections procedure, simplify the work of entrepreneurs. On the other hand, it will help the bodies to focus on the most risky objects requiring special attention," - Kuanysh Baltabayev said
Also, the introduction of electronic declaration will reduce corruption risks. According to the deputy head of the Risk Management Department of the Ministry of Finance of the Republic of Kazakhstan, Yerlan Baidildinov, paperless declarations include civilized relations of interested parties, excluding corruption manifestations. When introducing electronic declaration, mistakes due to the human factor will be eliminated.
The principle of customs clearance will be conducted as follows: at the reception stage the official will exercise control only with regard to checking the prohibitions and restrictions, and the availability of the necessary documents in accordance with the chosen customs procedure. In turn, control of customs value, classification of goods and country of origin will be carried out only on the basis of the Risk Management System (RMS), acting on the principle of corridors.
"Electronic declaration is the ability to file a declaration for goods by both the declarants themselves and through customs representatives, aimed primarily at simplifying and speeding up customs procedures. Everything is done automatically through the server of the SRC MF RK and then, based on the product characteristics and the differentiation of participants in foreign economic activity, declarations for goods are distributed into 4 corridors - green, blue, yellow and red," - Yerlan Baidildinov explained.
According to the data of the SRC MF RK, there are currently 89 risk profiles, of which 64 are applied at the stage of customs clearance.
In turn, Deputy Director of the Department of Customs Administration Irina Ansarova noted, that taking into account the concept of transferring customs control to the stage of post-customs audit, it is necessary to provide for a unified continuous system of RMS, both with customs clearance of goods and post customs audit. In this regard, it is necessary to make amendments to the order of the Minister of Finance of the RK "On the strategy and tactics of the RMS" by provisions regulating the activities of RMS not only at the stage of customs clearance, but also RMS at the stage of customs control, with their clear regulation for participants in foreign economic activity.
"Today, the declaration system provides for the integration of customs authorities with systems that authorize certification. In this regard, we are implementing a E-window module that will be part of the electronic declaration system. It will integrate with all the databases, which will allow to make the request automatically and if the participant has a license for a certain type of goods, the system will not work," - Talgat Mamayev explained.
The proposal to create a reference book containing the names and characteristics of goods was sounded by the chairman of "KATEKS" ALE Sergei Arkhipkin during the meeting. Within an hour businessmen asked questions, shared suggestions on improving the risk management system, which were recorded in the Minutes of the meeting.
Following the results, it was decided to hold an additional meeting at which the amendments to the Strategy and tactics of the risk management system will be discussed.
