The process of creation of wholesale distributin centers was discussed in "Atameken"
At the site of the National Chamber of Entrepreneurs RK "Atameken" a working meeting with representatives of the Mission of the Asian Development Bank and potential investors of the LLP "ALFARUKH" (Karaganda) project and TLC "Alai Bazary" (Astana) was held under the leadership of Acting Deputy Chairman of the Board Dinmukhamed Absattarov to discuss the project for the establishment and development of wholesale distribution centers (WDC) in Kazakhstan.
During the discussion of the project, Dinmukhamed Absattarov pointed out 4 main expectations from the WDC: product safety, transparency of pricing, availability for the population, guaranteed sale of products for agricultural producers.
He also noted that "Atameken" has already advanced in the issue of developing the normative legal act, as well as discussed the issues in which direction it is necessary to conduct business for the entrepreneurs and ADB. In particular, the participants of the meeting noted the need to develop the transit potential and use the country's geographical location, using the best world practice for establishing the WDC.
Dinmukhamed Absattarov drew special attention to the project direction of "Atameken" work. National Chamber took under support 4 pilot projects on WDC in the cities of Astana, Almaty, Karaganda, Aktobe. Also, it is actively negotiating a memorandum on mutual cooperation with the Ministry of Agriculture of the Republic of Kazakhstan, ADB and the Akimat of Astana on the implementation of the pilot project of the WDC.
The key point of this meeting is that both the National Chamber of Entrepreneurs, ADB, and business representatives agreed on the main conceptual approaches to the establishment of the WDC. In particular, this is the need for a legislative division of the wholesale and retail trade segment on different sites. In other words, the wholesale sale of food products should not be carried out anywhere, except WDC's.
Another main point was the general understanding of the need to unify national legislation by all participants of the negotiations, with the aim of bringing the concept of "markets" (bazaars) in line with international standards.
During the negotiations, an important issue was the financing of the construction of the WDC, responding to which, the business expressed a preference for working with second-tier banks. At the same time, realizing that it is a capital-intensive project and the commercial component of the WDC will directly affect the availability of products, investors are convinced of the need to subsidize investment costs from the state budget.
Some details of the work of the invited companies have been voiced. Director of the WDC of Karaganda Gulnar Amanbayeva informed that 20% of the investment from the project cost has already been directed to the construction of the WDC. The WDC in Karaganda is located in the new city center. A memorandum with the State Revenue Department and the akimat of Karaganda has been concluded on the construction of a customs clearance building. Ozdoev Beslan (TLC "Alai Bazary" in Astana) in turn said about the readiness to start construction of the WDC in October this year.
Summing up the results of the meeting, the participants agreed on further cooperation and decided to hold a second meeting within a month, where they will share concrete results of the work carried out. In particular, ADB plans to complete and submit to the NCE RK "Atameken" master plan for the WDC by the end of October this year.
