NCE RK "Atameken" is preparing a pool of processing enterprises. According to the NCE, they should first receive preferences for subsidizing the interest rate within the framework of the "Roadmap of Business", in the conditions of limited funds.

​​This opinion was voiced by the Deputy Chairman of the Board of the "Atameken" Yeldar Zhumagaziyev during a meeting with members of the Regional Council of Entrepreneurs of Pavlodar region with the participation of the Prime Minister of the Republic of Kazakhstan Bakytzhan Sagintayev.

Deputy Chairman of the NCE "Atameken" said that the region has carried out the certification of manufacturing facilities.

The region has 350 of such enterprises, 104 of them have been certified. The download of enterprise data is about 59%. Most of them state such problems as inaccessibility of financial resources, problems with sales and problems with raw materials.

At the same time, according to Yeldar Zhumagaziyev, Pavlodar region has a good export potential.

"In the region aluminum is in the first place in exports for many years. This is a traditional established industry. Now the task is to focus on import substitution by small and medium-sized businesses. It is necessary to compile a list of enterprises submitted to the RCC on behalf of Atameken, taking into account the certification of manufacturing enterprises, as well as analysis of opportunities for import substitution and export. Today we talked with colleagues, many of them are engaged in processing. All of them say that this measure would be useful," - Yeldar Zhumagaziyev said.

Last year, 116 projects were implemented through the RCC.

"We will do a certification, conduct an analysis, select the top 10-15 manufacturing companies in Pavlodar, which could substitute imports and go out for export. We offer such enterprises to help on RCC because they have great potential. And in return, our entrepreneurs will take a duty of taxes, job creation and technology renewal. First and foremost, the funds should be allocated to such enterprises, because there is growth behind them," - Yeldar Zhumagaziyev emphasized.

The Prime Minister of the Republic of Kazakhstan Bakytzhan Sagintayev supported the position on the need to take full advantage of measures of state support by enterprises focused on exports.

Further, Yeldar Zhumagaziyev voiced a proposal regarding the development of the agro-industrial complex.

​"The agroindustrial complex program has been adopted, now regional programs are being prepared. In this direction, we launched a pilot in the Aktyubinsk region, where "Atameken" entered the program development with the business, with the farmers. In the Pavlodar region there is a great potential for the development of the agro-industrial complex. Therefore, we have a proposal to focus on the regional program for the development of the agroindustrial complex and the food industry. There are great prospects in this regard. An in-depth analysis of the potential of the region's agro-industrial complex and a regional program should be prepared on its basis. 12 billion tenge is the aggregate budget of the agroindustrial complex, it is necessary to effectively support farmers and food industry enterprises in exchange for counter obligations," - Yeldar Zhumagaziyev said.

According to the development of small and microbusiness in the region, it is suggested to repeat the experience of Arkalyk city, where 130 new niches for entrepreneurship were identified following the results of the screening. Now we need a "mini State Program of Industrial and Innovative Development", a regional program that will allow allocating land and providing the necessary infrastructure for the niches found.

Along with proposals for improving business, entrepreneurs were given an opportunity to discuss the pool of accumulated problematic issues.

For example, the director of "Railways Systems KZ" LLP Artur Khachaturyan, representing a group of companies of railway cluster in the city of Ekibastuz, shared a problem regarding the debts of "KTZ" JSC NC before "Prommashkomplekt" LLP.

"Under certain contracts, "KTZ" does not fulfill its obligations in terms of payment, in particular, arrow products. Debt occured in May," - Arthur Khachaturian shared the problem.

The founder of "Gissenhaus" LLP Victor Lituev raised the issue of VAT at a zero rate in the territory of the FEZ.

Vladimir Bobrov, the founder of "Kazenergocabel" JSC, made a proposal on the need to develop national standards for the purchase of products.

Director of "Galitskoe" LLP Alexander Kositsyn asked questions about brucellosis, and the head of the data center of "BNKA Energy" LLP Zhanat Aldebergenov asked about bringing ICI to the industrial zone of the city of Ekibastuz.

Chairman of the Regional Council of the Chamber of Entrepreneurs of Pavlodar region Oleg Kruk shared the issues of reducing the terms of payment for backbone enterprises when purchasing TRU from SMEs.
