"ATAMEKEN" NAMED 3 WEAKIEST UNIVERSITIES OF KAZAKHSTAN
The results were presented at a press conference in the Central Communications Service with the participation of the Deputy Chairman of the Board of NCE RK "Atameken" Olzhas Ordabayev and the Chairman of the Committee for the Control of Education and Science MES RK Talgat Yeshenkulov.
The ranking of universities was compiled in the framework of the joint work of NCE RK "Atameken" and the Ministry of Education and Science of RK.
Following the two stages, Atameken studied which universities were entrenched in the ranking. Such universities as Mangistau University of Humanities and Technology got into the top-three weakest the largest number of times, according to 7 ratings, the university ranked last 7 times. Out of 41 rankings Central Asian University ranked lowest 25 times and Taraz State University n.a. Dulati - 23 times.
Olzhas Ordabayev noted that these indicators cause concern and will be reflected in the recommendations for the Ministry of Education and Science.
In the context of specialties, the highest points in quality, relevance and modernity were shown by Narkhoz University, KBTU, KarSU n. a. Y. Buketov, Pavlodar State University n.a. S.Toraigyrov.
The second stage covered 31 specialties that were tested according to the following criteria: the percentage of employed graduates and their average salary, an assessment of the relevance of programs, as well as the results of a graduate survey and an expert assessment.
“At the second stage, professions, most popular among enrollees, passed the assessment. Those are jurisprudence, tourism, the Kazakh language and literature. Therefore, I think that the rating will be useful for both universities and applicants,” - Talgat Yeshenkulov, chairman of the Committee for Control of Education and Science at the MES RK, noted.
According to the results of the assessment, a high percentage of employment was shown by graduates of the specialty “Metallurgy” - 80% are employed with an average salary of 147 thousand tenge. Also high positions were taken by the specialties “Evaluation”, “Computer Science”. The specialty “Technology and Design of Light Industry Products” of the Kazakh University of Technology and Business has become the lowest paid. The average salary in the specialty is 38,5 thousand tenge.
Olzhas Ordabayev noted that there were specialties where the number of graduates varied from 3 to 5 people, for example, in the specialty “Logistics”, “Agronomy”.
“Atameken” will definitely focus on these educational programs in the recommendations. How expedient is it to open a specialty course with a small number of students? Higher education institutions are recommended to focus on their “traditional” specialties and to accentuate the learning process more deeply on the preparation and training of specialties demanded in the market,” - Olzhas Ordabayev highlighted.
Experts emphasized that about 60% of graduates are not working it their professions.
Independent expert Zharkyn Baypakbayev evaluated the specialty "Motor transport and logistics". As a conclusion, the expert noted that often the programs do not meet the requirements of employers.
“First of all, we paid attention to the relevance of the educational program, the depth of content and purpose. In the near future, there will be a demand for logisticians on the market. According to the results of the assessment in some universities, there is something the matter with the documents, there are no syllabuses, catalogs or goals for elective subjects. The hours of disciplines are inefficiently distributed, for example, the disciplines “Commercial Logistics” and “Logistics of Supply” coincide with the number of credits and the content of programs,” - Zharkyn Baypakbayev noted.
The specialist also stressed that there are no practical case study, contact with employers and videoconferences with enterprises in universities. Also, the problem of assigning up to 16 subjects to one teacher, both the relevant specializations and foreign disciplines to him, was noted. This affects the completeness of knowledge.
Recall that at the first stage, 784 educational programs were assessed, in September, experts evaluated another 681 programs. In total, 430 experts were involved in the work, more than 6,000 graduates of the 2016-2017 year of study were surveyed.
