ABLAY MYRZAKHMETOV TOLD HOW TO INCREASE THE CREDITING OF "BASTAU" GRADUATES

The Chairman of the Board of the NCE RK "Atameken" voiced proposals at a meeting of the Public Council for monitoring the implementation of the Five Social Initiatives of the President of the RK.

Ablay Myrzakhmetov said that this year, 19,200 people were trained by the National Chamber on the Bastau project. By the end of the year it is planned to train 30 thousand self-employed and unemployed people.

“I want to note that 70% of those trained this year successfully defended their business projects. At the same time, the state placed a task to reach 20% KPI. Last year, the National Chamber fulfilled the plan, more than 3 thousand people opened their businesses. Unfortunately, about five thousand graduates could not receive microcredits,” - Ablay Myrzakhmetov said.

According to the speaker, at the moment there is a shortage of funds for microcrediting participants of "Bastau" in Almaty, Aktobe, Akmola and Pavlodar regions. In the current year, graduates of the 1-3 flows of the project received funding. Participants of 4-6 flows will wait for the next year or will be forced to receive microcredits at unfavorable conditions.

“At the same time, if the share of “Bastau" projects in the total amount of funds issued through “Fund for Financial Support of Agriculture” JSC is about 40 percent, then only 646 microloans were allocated through “Agrarian Credit Corporation” JSC," - Ablay Myrzakhmetov noted. 

At the same time, due to the poor use of allocated funds through financial institutions for anchor cooperation (the "Sybaga" program), the National Chamber proposed to revise indicators and to transfer unused funds to "Bastau" projects.

Along with this, there are problems of financing through credit unions, which is rather passive due to strict requirements for participants.

“This kind of cooperation implies a certain composition of participants, where you must pay more than 6.7% of the loan yourself. If a person is unemployed, does not have a profit yet, what can he contribute? Farmers of Almaty region repeatedly applied to the National Chamber. This year “Atameken” has already completed the KPI level set and is ready to provide more than 4 thousand more projects for lending,” - Ablay Myrzakhmetov said.

The Chairman of the Board of "Atameken" noted that under the terms of the Program graduates of other programs are entitled to receive microcredit, which imply all training courses, including the programs "Business Advisor" ("Business Road Map 2020") and "Damu" distance learning programs.

“In this regard, in order to prioritize the “Bastau” project, it is necessary to fiz quotas of funds allocated for microcrediting of business projects within the framework of the Program,” - Ablay Myrzakhmetov noted.

The head of state instructed to increase the allocation of state funds for microcrediting of the self-employed and the unemployed, and this is a socially significant task," - he said.

“We should not wait the participants to make commercial injections. Our task is to bring these people into business, to teach that they can feed their family. According to statistics, 58% out of these 19 thousand are unemployed and more than 7 thousand are self-employed and a few percent are active private entrepreneurs who have been working for no more than three years. It is gratifying that 4.1 thousand has already been able to get a microcredit," - Ablay Myrzahmetov shared his opinion.
