The NCE RK "Atameken" is concerned about the situation on the territory of the EAEU happened during the implementation of international transit.

The actions of the Russian veterinary and customs services at the border of the Republic of Belarus and the Russian Federation (Smolensk) led to the delay of five trains and three containers with perishable goods weighted more than 2000 tons, including frozen poultry meat (chicken legs), fish and caviar.

The business signals that the Smolensk customs of the Federal Customs Service of Russia and the Office of the Rosselkhoznadzor in the Bryansk and Smolensk regions delayed the cargo (poultry meat, fish meat and caviar) in the period from September 25 to September 29 of the current year at the Smolensk-Sorting, MZD 214010 station. The cargo moved to the cities of Astana, Kostanay, Aktobe, Uralsk and Karaganda of the Republic of Kazakhstan in accordance with the terms of the customs procedure of customs transit.

The reason for the detention of poultry meat by officials of the Office of the Rosselkhoznadzor in the Bryansk and Smolensk regions indicate the presence of violations that are baseless. At the same time, containers were inspected on railway platforms, in the open air, during heavy rain, in violation of product storage conditions and without the participation of representatives of consignors, recipients, forwarder.

 

In relation to fish and caviar, transit was prohibited by Smolensk customs officers, with reference to Presidential Decree No. 560 of August 6, 2014, according to which the importation of sanctions goods into the territory of the Russian Federation is prohibited.

However, this product is not imported into the territory of the Russian Federation, but followed the regime of international transit through the territory of the countries participating in the EAEU: the Republic of Belarus, the Russian Federation, to its final destination in the Republic of Kazakhstan.

 

It should be noted that earlier, identical consignments of goods were sent to Kazakhstan recipients without prohibiting transit through the territory of the Russian Federation along the same route with permits for import into Kazakhstan.

Currently, the Chamber has sent letters to the Federal Customs Service of Russia, the Federal Service for Veterinary and Phytosanitary Surveillance (Rosselkhoznadzor), the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan and the Ministry of Agriculture of the Republic of Kazakhstan with a request to resolve this problem and establish the legality of cargo delay by authorized state officials in the Smolensk region.
