THE DIFFICULTIES OF TRAINING PERSONNEL FOR ENTERPRISES WAS DISCUSSED ON THE FORUM IN TARAZ
The II regional labor forum on the topic “Technical and vocational education. Work. Income" was held in Taraz.
The forum was attended by graduates of technical and educational institutions and social partners, including representatives of the Chamber.
“Today, one of the main problems raised by the business is personnel shortage. Over a long time, the main trend of the labor market is the lack of staff with the necessary qualifications, as well as the lack of practice of most college graduates,” - Maya Azhmaganbetova, head of the human capital development department of the Chamber of Entrepreneurs of Zhambyl region, said. - We can state with complete confidence that, thanks to the Roadmap of dual training, employers are full participants in the training process. As of today, 38 colleges have entered the Map in the region, 193 enterprises are participating, in total 3,492 students have been covered.”
However, despite good quantitative indicators, there are factors hindering the development of dual training. The speaker added that one of them is the absence of a full-fledged reimbursement of business costs for the organization of the practical part.
According to the speaker, in November 2017, a new methodology for per capita regulatory financing of technical and vocational education was approved, which provides for the remuneration of mentors in the workplace. However, in Zhambyl region, out of 38 colleges participating in the dual education system, only 8 colleges provide for the payment of mentors. In order for enterprises to be interested in conducting full-fledged practical training in the dual system, college leaders need to consider the allocation of funds for the remuneration of mentors in the workplace.
One of the ways to modernize the system of vocational education is the introduction of new forms of management in colleges. One of such forms is “patronage”, or corporate management of an enterprise over a college.
14 enterprises have already taken 10 colleges in the region under patronage. An example of such a form of management is Kazphosphate LLP, which took over the patronage of the Taraz Chemical and Technological College. Now Kazphosphate LLP conducts training for teachers and masters of the college on the basis of its enterprise, provides places for internships for students, conducts excursions at the enterprise, participates in the development of curricula and in the examination board.
In modern conditions a college can fulfill its main purpose - to provide high-quality professional training in specialties and professions demanded in the labor market only in close contact with employers.
Also, the Chamber of Entrepreneurs is actively working to involve young people in entrepreneurial activities. This year, with the assistance of the Chamber, 5 business clubs were opened in Zhambyl region, including 3 colleges and 2 schools. In order to develop entrepreneurial skills among young people, in March a “Breakthrough” business marathon was held, where more than 300 students participated.
On an ongoing basis, the Chamber of Entrepreneurs conducts business training on the basics of entrepreneurship for college students and students of the region. Since the beginning of the year, more than 200 course participants attended the training.
“The work on the development of human capital, which is the main factor in the growth of our economy and the welfare of the country, contributes to the achievement of the goal designated by the Head of State - to become one of the 30 developed countries in the world,” - the speaker summed up.
A number of enterprises were honored in the nomination “Best Social Partners” at the annual labor forum: V.V. Demin, Chief Director of Imstalcom LLP, N. Kuzdikbayev, Director of Enerdzhi Taraz LLP, N.V. Veselova, Director of GIS LLP. Also, according to the rating of organizations of technical and vocational education in the nomination “The best college of the city”, awards were given to “Zhambyl Polytechnic Higher College” and Baizak College No. 3 was recognized as “Best rural college”.
