DOING BUSINESS IS NOT JUST A RATING: BUSINESSMEN ARE INTERESTED IN IMPROVING WORKING CONDITIONS
Kazakhstan intends to improve its position in the world competitiveness ranking
The sixth package of amendments to the law “On the improvement of business regulation” is aimed at solving systemic problems of entrepreneurs and reducing pressure on business, Chairman of the Board of the National Chamber Ablay Myrzakhmetov said at a meeting of the Government.
The law contains a large number of amendments aimed at business deregulation, frontal cost reduction, revision of legislation in terms of eliminating obstacles to competition, development of the “self-regulation” institute. In general, the changes are aimed at improving the position of Kazakhstan in the World Bank's DoingBusiness rating.
“Entrepreneurs understand that “DoingBusiness” is not just a rating, - Ablay Myrzakhmetov said. - Business environment shows interest in the need to improve working conditions. Since the beginning of the year, the National Chamber of Enterepreneurs received 4,000 proposals from businesses on improving conditions for obtaining loans and credits, business relations with monopolists and banks.”
Ablay Myrzakhmetov stressed that 5 years ago, 20% of proposals from businessmen were aimed at problems of the customs industry, taxes and obstacles on the part of officials.
“At the stage of development of the sixth package of amendments to the draft law, the National Chamber made more than 500 amendments on behalf of the business, that were implemented,” - Ablay Myrzakhmetov said.
The speaker recalled that the National Chamber conducts a registry of the problematic issues of entrepreneurs. To date, 600 system problems have been included in it, 100 of them have already been solved, 32 are currently under consideration.
Currently, "Atameken" is actively working on the development of the seventh package of amendments to legislation aimed at developing the business environment and improving trading activities.
“Achievements are high, but we should not stop there. This year, the Head of State signed over a thousand amendments to the laws. It is necessary to improve and create favorable conditions for the dynamic development of business. We hope that by the end of the year, a package of legislative amendments to improve the environment will be considered by Parliament. Our indicators will be better. For this, the Ministry of National Economy, together with the authorities concerned, should ensure the passage of bills in parliament by the end of this year,” - Bakytzhan Sagintayev concluded.
