For the third time, Digital Arena brought together vice ministers and IT developers at one site. Once again, about 200 representatives of IT companies gathered at the Astana-Hub site for an open dialogue with the state. It is worth noting that the vice-ministers eagerly attend the event and get acquainted with the developers in the "no-necktie" format. The forum was organized by the IT-Council acting under the Scientific and Production Enterprise RK "Atameken" with the support of JSC "National Information Technologies".
According to the Deputy Chairman of the Board Olzhas Ordabayev, the main task of Digital Arena is to feed the domestic companies with orders.
“The next stage of the NCE offers to conduct independent monitoring of the implementation of the program“ Digital Kazakhstan ”. Then the market will see who fulfills the digital orders of the state: the quasi-sector companies, foreign representatives or the Kazakhstan market. At the III Business Protection Forum “Supervision of the Prosecutor’s Office in the Sphere of Entrepreneurship”, Timur Kulibayev stressed that there are 26,000 quasi-companies operating in Kazakhstan, including those working in the IT sphere. Today there are enough companies in the country that can replace foreign firms in some areas and help with the implementation of digitalization. So far, the potential of Kazakhstani IT companies is used poorly. Russia has a very tough defense of its own IT market.
“First of all, companies choose from the register there. We also propose to create a registry, from which government agencies will primarily purchase Kazakh software. ”
The chairman of the IT-Council, Mirus Kurmashev, noted that the meeting showed openness and readiness of control, supervisory and security agencies to discuss problems and involve domestic companies to work. In turn, the IT community notes that in our forum you can ask a point, get an answer and track its execution, the speaker said.
“Our platform has become a place to discuss problems, tasks and strategies for the implementation of the Digital Kazakhstan program. Each new meeting provides a deeper understanding in which direction the IT market is headed. Today we understand that there are no doors that would be closed for us. If they are closed, you need to knock and they will open. Government agencies are now ready for new trends and ideas of the IT community, ”emphasized Mirus Kurmashev.
In an informal setting, the responsible secretary of the Ministry of Justice of the Republic of Kazakhstan, Daniyar Aytmukhametov, told which projects in the framework of digitization are being carried out by the Ministry.
“Today we have two large projects:“ E-legislation ”and the creation of an innovative eco-system. The goal is to automate the life cycle of regulatory acts. Improving the quality of services. What do we expect from this? First of all, digitalization will help us engage society in lawmaking and improve the institution of trust in identifying problems in the law, ”said Daniyar Aytmukhametov.
According to the speaker, the chips of these projects are the introduction of a robot to collect information. It is also planned to create a big-data system.

“We created an electronic criminal case. Kazakhstan has built a cycle from registering a crime to a court sentence,” Kairat Zhakipbaev said. - We have plans for the introduction of the sentence enforcement system in the future. We hope that you can help us in this matter. ”
It is worth noting that, following the results of the first Digital Arena forum with the participation of the vice ministers of the Ministry of Health of the Republic of Kazakhstan, the Ministry of Finance of Kazakhstan, the Ministry of Labor and Social Protection, the Ministry of Education and Science of the Republic of Kazakhstan, more than 30 IT companies addressed these ministries with solutions to their issues. Today, almost a third of them are conducting pilot projects and testing them.
