The President cited Bastau Business as an example which is realized by the Atameken National Chamber of Entrepreneurs. 43,000 rural people were taught business basics in rural and under-populated settlements. 11,000 business projects were realized, 16,000 workplaces were created under the project.

"For the last two years, the Atameken National Chamber of Entrepreneurs has been implementing the Bastau project ...There are 7,000 small rural settlements in Kazakhstan. There are guys who graduated from the school but failed to enter colleges or universities. How can they find the right business idea when starting a business? That’s why this program is called to specify niches, show the ways of obtaining credits, setting up a business. The National Chamber should continue this work. I instruct the Government to double grant financing for youth under the Business 2020 Roadmap," the President said.

Based on the good practices of financing and business training the President instructed to elaborate the Young Entrepreneur program in Kazakhstan.

"Within the  Young Entrepreneur program, it is essential to bring the number of unemployed youth who receive education and self-employed young people up to 100,000 annually. We can do it," Nursultan Nazarbayev said.

The President noted that within three years these measures will allow to teach 300,000 young people the basics of business, as a result at least 80,000 people will be able to start their own business.

"In order to implement this program, I instruct the Government to allocate 32 billion tenge for 2019-2020," the President said.

The Bastau project is being implemented within the framework of the Program of productive employment and mass entrepreneurship "Enbek" for 2017-2021. In 2018, the project has grown more than twice: for the first time, all districts, regional centers and single-industry towns were covered. Last year 28.3 thousand self-employed and unemployed residents were trained within the project, about 7.7 thousand people started or expanded their business. At the same time, 95 per cent of the 2016 program graduates are active entrepreneurs and increase tax payments to the budget.
