Local content and FEZ in the oil and gas industry discussed in Atyrau

The pros and cons of the WTO for the oil and gas industry, changes in the oil and gas market in Central Asia, the prospects of free economic zones, the legal aspects of the WTO and local content in the oil industry were discussed at the forum in Atyrau.

More than 250 specialists working in oil and gas industry, including representatives from the Ministry of Energy of the Republic of Kazakhstan, the Ministry of National Economy of Kazakhstan, the Kazenergy Association, the Atameken NCE, NADLoC JSC, the National Industrial Petrochemical Technopark special economic zone, PSA and the largest oilfield service companies operating in the West of Kazakhstan came to the Forum from Atyrau, Uralsk, Aktau, Aktobe, Astana and Almaty.

“The WTO has not yet settled the issue of the procurement of works and services; therefore, we managed to defend the requirement of 50 per cent of the Kazakhstani content. These 50 per cent is one of the main achievements of Kazakhstan, as you know, the negotiations lasted for about 20 years. We defended our position to the last. If it were not for the local content, we could have joined the WTO earlier,” deputy general director of the Trade Policy Development Center of the MNE RK Assiya Ashigaliyeva said.

 “The correct strategy for the development of local content, based on interaction and equal value of business and society, has proved its own effectiveness in many countries. Such a strategy leads not only to improving the competitiveness of the project, but also to the stability of the economic development of the host country. At the same time, working in accordance with the policy of the WTO will have a positive impact on the sustainable development of the economy: it will provide anti-dumping, countervailing and special protective measures, promotes transparency of trade and privatization processes and also remove technical barriers to trade,” the official representative of  the Atameken NCE RK on interaction with oil and gas operators Asylbek Dzhakiyev said.

During the forum all guests and speakers had the opportunity to negotiate on a single platform in the framework of B2B meetings.
