Ablay Myrzakhmetov: Opinion of associations considered
Chairman of the Board of the Atameken NCE RK Ablay Myrzakhmetov commented on the issue of allocating funds for the diagnosis of exporters.
He noted that export orientation of enterprises is one of the key issues of the country's economic policy. The target markets for exporting the non-raw materials sector of the Republic of Kazakhstan are the EEU countries, China, Iran, as well as the markets of Central Asia and the Caucasus.
“President of Kazakhstan instructed in His Address to the Nation to allocate almost 500 billion tenge to support exports in the next three years. Whithin these funds about 15 billion tenge was allocated for non-financial support to exporters,” Ablay Myrzakhmetov said.
At the end of 2018 the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan (MIID RK) offered the Atameken to act as an operator of all non-financial support for exporters in the amount of 15 billion tenge.
“Having discussed the Atameken refused the measures for reimbursement of exporters’ expenses in the amount of more than 10 billion tenge as this is alien to NCE RK. As a result, the Kazakhstani Industry Development Institute JSC was determined as an operator. Also, taking into account the strengthening of the role of the Ministry of Foreign Affairs of the Republic of Kazakhstan in export coordination, we refused to open trade missions in our main export countries. About 800 million tenge is allocated for this from the budget. The Atameken will deal with service support of exporter that is the annual state order 1.5 billion tenge worth,” Ablay Myrzakhmetov said.
According to the chairman of the Atameken Board, the Chamber of Commerce, the Atameken’s subsidiary, has been fulfilling this government assignment for several years, it has experience and well-established contacts with exporters.
“MIID RK offered to diagnose exporters in the amount of 927 million tenge. The purpose of this diagnosis, as stated in the technical specifications, is increasing the competence of our exporters by attracting marketing specialists from exporting countries. For example, the Chinese market is very specific, our enterprises want to enter this market but there is a complicated system of certification and national internal standards. Attracted specialists should carry out diagnostics on the compliance of our exporters with the requirements in foreign markets. I would like to emphasize that the money allocated within the framework of the state assignment is strictly defined and controlled by the customer. A clear reporting system has been established,” chairman of the Atameken Board said.
Concerning the procedure for selection of contractors, it was earlier supposed that one of the associations would work on it if the relevant Committee would give her a positive recommendation.
“The Committee makes a recommendation, then the Board approves or rejects, or holds a contest. 17 accredited associations voted in the Committee and more than 11 of them supported the initiative, 3-4 associations voted against. After that, on March 6, Marat Bakulov, head of the Union of Manufacturing Industries, and I agreed to meet on March 7 in Astana. I had a proposal for him to transfer this work to a consortium of associations. But, unfortunately, Marat Bakulov could not come to the meeting for some reason,” Ablay Myrzakhmetov said.
Regarding the timing of accreditation of the Association of Research and Consulting Centers of the Republic of Kazakhstan, according to Ablay Myrzahmetov, compliance with the mandatory three-year work period is not an obstacle if there is a positive experience. The Atameken Board has the right to consider the matter on an exceptional basis.
Moreover, the issue of conducting study remains open.
“Mukash Iskandirov, head of the Association of Chemists of the Republic of Kazakhstan, director general of Kazphosphate LLP, addressed to me with a proposal to return these substantial funds to the budget. Given the current situation and the appeal of the Union of Chemists, I suggested the Minister of Industry and Infrastructure Development Roman Sklyar to return the funds to the budget and redirect them to reimburse the expenses of exporters as this is a more necessary measure of support. I would like to thank the members of the Committee and the associations for their active position in discussing this issue,” Ablay Myrzakhmetov said.
