Atameken calls for honest policy in relation to certification
The Atameken NCE RK has received an official explanation of the authorized technical regulation authority and the accreditation agency regarding the procedure for recognizing the results of work on confirmation of compliance with the requirements of the national legislation of the CIS member states.
It is about recognition of Russian certificates for products that haven’t valid EEU technical regulations by the Kazakhstani certification agencies.
Provision on intergovernmental standard PMG 36-2001 “Recognition procedure of conformity certificates in CIS Member-States” was developed under the Agreement on the Principles of Mutual Recognition of Works on CIS Certification as of June 4, 1992. The Azerbaijan Republic, the Republic of Armenia, Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, Republic of Moldova, Republic of Tajikistan and Republic of Uzbekistan joined it.
Thus, the countries of the CIS member states that have signed the PMG 36-2001 have the right to mutually recognize the certificates of conformity exclusively of the CIS member states that have joined the PMG 36-2001.
At the same time the Russian Federation did not join the PMG 36-2001, and, accordingly, PMG 36-2001 does not operate on its territory.
Remind that previously the business community of Kazakhstan has repeatedly raised the issue of unlawful recognition of Russian certificates. 161 certificates were issued for Russian cement in 2016-2018, 125 of them (which is 78 per cent) were recognized by Kazakhstani certification authorities without legal grounds and any test.
In an official explanation the accreditation agency encourages the Kazakhstani certification authorities to be guided by the explanation of the authorized body when carrying out activities.
