Business and State to discuss introduction of dawn raids in epidemically significant objects
The Atameken announces about a discussion on the introduction of dawn raids in epidemically significant objects with the participation of business and government agencies. The discussion will be held as part of the draft Roadmap for the creation of the Committee for the Control of Quality and Safety of Goods and Services. A number of amendments will be made to the draft Code on People’s Health and Healthcare System.
In particular, it is provided that the dawn raids in epidemically significant objects, selection and mystery purchase of products will be made without notifying the subject of the inspection. In order to reduce time costs, it is proposed to replace the registration of the check with the prosecution authorities with a notice before the start of the process.
According to the information of the Ministry of Health of the Republic of Kazakhstan, dawn raids are planned in the objects of high epidemic importance. These are objects for the provision of catering services in pre-school organizations, schools, hospitals and nursing homes, as well as facilities that provide catering services.
At the same time, the multiplicity of dawn raids will not increase, and the raids will be conducted no more than 2 times a year.
As of today, it is required to notify the company within 24 hours to monitor the safety of food products conducted by sanitary and epidemiological supervision authorities. However, until 2018, prior to the implementation of preventive control, this monitoring was conducted without prior notice, as it had another form of control.
The proposal of the Government was approved by Elbasy on December 28, 2018. According to the Ministry of Health, the introduction of this principle will contribute to improving the quality of public catering services.
Currently, the Ministry of Health has begun developing a regulatory impact analysis to understand how innovations will affect entrepreneurs. Its results and proposals will be brought up for discussion with the business community, the Atameken NCE RK and specialized associations.
The results will be reviewed at the interdepartmental commission on business regulation, chaired by first deputy Prime Minister and Minister of Finance Alikhan Smailov.
