Subsiding deficiency - a result of weak planning in regions - Ablay Myrzakhmetov

Regions have a shortage of subsidies for the rate of remuneration under the Business Roadmap - 2020 program,Chairman of the Board of the Atameken National Chamber of entrepreneurs Ablay Myrzakhmetov announced this during the Government meeting.

According to chairman of the Board, the main reason for the shortage of funds is the number of applications and growth of the loan portfolio. So, if in 2015 the volume of paid subsidies in 1-3 sectors amounted to 26 billion tenge, in 2018 it rose up to 40 billion tenge.

 “Shortage of funds is observed for the third year. The problem is weak planning by local executive authorities in the regions. As of today the business is faced with a shortage of funds,” Ablay Myrzakhmetov said.

The deficit in subsidizing interest rates has occurred in Shymkent and Akmola, Aktobe, Almaty, Mangystau and North Kazakhstan regions.

During the period of validity tax deductions made 6 tenge per one tenge invested. In this connection, Ablay Myrzakhmetov proposed to increase funding in the first two sectors.

Remind that the Atameken since 2015 is an operator in the fourth direction of the program - non-financial support and implements it in 6 directions. Since the implementation of the fourth direction, more than 46,000 enterprises have been opened, more than 8,000 enterprises have expanded their business, 23,000 entrepreneurs received financing for 206 billion tenge.

“Since 2018 the Atameken has been working to automate the provision of state support measures. In order to increase availability, the Single Window project was launched to provide e-services to the business -Atameken Services. For 10 months, 18.9 thousand entrepreneurs received expert advice. Since March 2019, an online training system has been introduced under the Business Advisor program,” chairman of the Board of the Atameken NCE RK said.

Currently, business support services are provided in 20 Entrepreneurs Service Centers (ESCs) at the regional level and 191 Entrepreneurs Support Centers at the district level.

In 2018, more than 138 thousand entrepreneurs were rendered with free service, over 20 thousand entrepreneurs underwent training under the Business School project, 64 foreign experts' missions visited Kazakhstani enterprises under the Older Seniors project, and 42 businessmen under the Business Connections program had an internship in Germany.

In 2019, Atameken joined the working group on the development of the Business Road Map - 2025 and proposed to subsidize projects in priority sectors of the region.

In addition, within the framework of the Business Roadmap-2025 program, it is proposed to identify the ESCs of the National Chambers as the only single-window service of government agencies and other organizations providing services to businesses. Thus, 525 state services are provided to entrepreneurs by 90 government service providers.

"We offer to concentrate all services online on the services.atameken.kz portal, offline - in ESCs," Ablay Myrzakhmetov said.
