Information on activities of natural monopolies companies should be available for consumers - Evgeniy Bolgert
The issues of transparency of the tariff setting mechanism have been discussed at the meeting of the Tariff Council on the platform of the Atameken NCE RK.
One of the pressing issues is to increase the transparency of the activities of natural monopolies by digitalization.
In this regard, the problematic issues of the functioning of the electronic database of information, notifications and reports of natural monopolies companies (hereinafter NMC) and socially significant markets - the Monopolist Base were announced at the meeting of the Tariff Council.
The Monopolist base was created to automate the NMC application process for tariff approval, since, in accordance with the requirements of the legislation, the application for tariff approval is submitted in electronic form, experts of the Committee on Regulation of Natural Monopolies, Protection of Competition and Consumer Rights (hereinafter CRNM PCCR ) said.
Taking into account the potential of the base, the National Chamber supports the use of the Monopolist Base, but proposes to finalize it in forming a transparent mechanism for tracking the activities of a natural monopoly entity and determining its tariffs. In particular, according to the results of the analysis on the application of the database, the Atameken offered to post information about the procurement of natural monopolies, about the implementation of NMC investment programs, reports of the activities of the natural monopoly subject and information about public hearings.
“We ask CRNM PCCR to consider our proposals in the framework of the work on the development of the Monopolist Base. We understand that they are wider than the initial tasks of developing the Base, however, this will not only simplify the work of the NMC, but also make the formation of tariffs understandable, as well as ensure the transparency of consumer spending. I believe that the question of the transparency of the activities of monopolists is a primary task for both the Committee and the Tariff Council of the Atameken,” deputy chairman of the Board of the Atameken NCE RK Yevgeniy Bolgert said.
In turn, representatives of the CRNM PCCR expressed their willingness to consider the proposals of the National Chamber when finalizing the Monopolist Base.
