Timur Kulibayev: Atameken focuses on railway tariffs
Chairman of the Presidium of the Atameken National Chamber of Entrepreneurs Timur Kulibayev and chairman of the Logistics and Transportation Committee Sauat Mynbayev have discussed the issues of the transport system development of Kazakhstan at the workshop.
According to the Committee, in general, the volume of cargo transportation by all types of transport in 2018 increased by almost 5 per cent and exceeded 4 billion tonnes. Cargo turnover increased by 7.3 per cent and reached 596 billion tonnes per kilometer. Income from transportation increased by 16.5 per cent and amounted to 2.8 trillion tenge. The share of transport in GDP made 8 per cent.
Key issues of the activity of the NC Kazakhstan Temir Zholy JSC at the meeting were the transparency of the setting of tariffs for the locomotive hauling services and train backbone network and their increase as relating to inflationary adjustments.
Timur Kulibayev proposed to discuss approaches to tariffs setting for the services of the NC Kazakhstan Temir Zholy JSC on the platform of the Atameken’s Tariff Council with the participation of large consignors. Timur Kulibayev noted that tariffs should not be unprofitable. At the same time it is important to understand the composition of tariffs, that is the setting of tariffs should be transparent.
According to Sauat Mynbayev, in terms of the development of the freight transportation market, a pilot project is currently being implemented; clearer approaches in issuing access permission to the train backbone network (TBN) for private carriers are being formed.
Chairman of the Presidium of the Atameken raised the issue of the development of passenger road transport. In his opinion, it is necessary at the regional level to give the dynamics of the implementation of the Comprehensive Program (Roadmap) of the development of passenger bus traffic for 2018-2020. As you know, this document is aimed at subsidizing carrier losses, updating the bus fleet with the participation of the domestic auto industry, increasing the requirements for illegal transportation, etc.
“It is necessary to keep this issue under control and improve the conditions for the development of passenger traffic together with interested government agencies,” Timur Kulibayev said.
The issues of protecting the interests of Kazakhstani business in the transport sector within the EEU, a coordinated (coordinated) transport policy and the implementation of the EEU Digital Agenda (digital transport corridors, the formation of a common transport services market, etc.) have been discussed during the meeting.
In addition, the participants have considered the development of the transit potential of international transport corridors passing through the territory of Kazakhstan, the development of shipping, the issues of TIR-TIR, etc.
The Committee has set the task of reducing administrative barriers and tax burden, developing competition in the transport industry and improving indicators of the Logistics Perfomance Index (LPI).
