Energy efficiency policy requires reboot - Timur Kulibayev

The committees of the Presidium of the Atameken National Chamber of Entrepreneurs of the Republic of Kazakhstan have discussed the issues of energy efficiency and energy saving policy.

In the state program “The National Plan - 100 concrete steps on implementation of five institutional reforms”, the 59th step is attracting strategic investors to the sphere of energy saving through the internationally recognized mechanism of energy service contracts (ESCO). Their key task is to stimulate the development of private energy service companies for the provision of a range of services in the field of energy saving.

According to chairman of the Energy Committee Almasadam Satkaliyev, the situation is disappointing: there are 129 projects in the Energy Efficiency Map of Kazakhstan, including only 12 have been implemented as part of the ESCO and public-private partnership (PPP). In other words, the business independently conducts energy efficiency and energy saving measures and does not have any real instruments of stimulation and support from the state.

“In order to fundamentally modernize the economy and reduce the negative impact on the environment, it is proposed to develop and implement a comprehensive energy saving program. Today, the energy generation sector has almost exhausted the potential for improving energy conservation,” Almasadam Satkaliyev said.

The Chairman of the Atameken Presidium Timur Kulibayev noted that the issues discussed on energy efficiency and energy conservation should be linked to the ongoing environmental reform.

The head of the Committee stressed that further increase in plant efficiency would require the introduction of new capacity or a major modernization. In this regard, in order to prevent the growth of tariffs, it is necessary to stimulate large-scale modernization of production. It is required to develop effective standards of energy consumption, heat supply and resource saving. A number of development institutes should be engaged in their development (Chokin Kazakh National Science-Research Institute of Energy, Kazakhenergoekpertiza etc.). The Committee of Energy of the Atameken NCE RK is ready to take an active part in the development of the program and make proposals to the Ministry of Industry and Infrastructure Development.

He also added that the Committee is already working on issues of economic incentives for enterprises to introduce the best available technologies. An effective policy will help to keep tariffs, modernize and increase the competitiveness of the enterprises.

Timur Kulibayev has instructed the Committee of Energy to prescribe clear and precise mechanisms for improving energy efficiency, determine the contribution of the private sector and the state.

 “I consider it important to analyze again the reasons for the weak implementation of measures to improve energy efficiency and develop additional proposals,” he said.
