State procurement digitalization - a step to corruption eradication - Timur Kulibayev
Issues of import substitution in the manufacturing industry, the reasons hindering the development of domestic production and the mechanisms for their solution were discussed in the report of the committees of the Presidium of the Atameken NCE RK.
Chairman of the Manufacturing Industry Committee Vladimir Bobrov noted that, in general, the year 2018 for the manufacturing industry in seven sectors was quite good: the number of operating enterprises, mainly due to small production, increased by 99 units compared to 2017 and amounted to 6,322 units. The volume of production increased by almost 16% in monetary terms and reached 2,790 billion tenge. The main contribution to the growth was made by three industries: engineering, the production of building materials and the chemical industry.
However, the difference in volumes of local production and imports is still very significant.
Chairman of the Atameken Presidium Timur Kulibayev noted that special emphasis in the work of the Chamber is import substitution, which can be achieved through participation in public procurement, localization and modernization of production.
In 2018, Atameken's industry committees worked to improve legislation on public procurement and procurement of the quasi-public sector in support of domestic producers. The result was the creation of a single procurement base, which united five procurement sites at once, as well as the formation of a register of bona fide suppliers with an industrial certificate indicating the status of the domestic manufacturer and giving additional benefits, for example, when passing the Samruk-Kazyna pre-qualification selection.
It should be noted that the wide practice of conducting purchases from a single source and the concomitant inflated cost of goods, works and services is a serious problem in the development of entrepreneurship. In 2018, 75% of all public procurement was carried out without a competitive environment, that is, from one source. The difference in prices for individual commodity items between purchasing in a competitive environment and from one source reached 30%.
“This situation negatively affects both the competitive environment and the savings of public funds. Optimization of only 10% of purchases will save up to 300 billion tenge, which can go to the development of the economy. The Atameken adheres to a clear position: optimization of public procurement is needed," Timur Kulibayev said.
