Atameken discusses new approaches to railway transport development
The experts have discussed further development of rail transportation at an enlarged meeting of Subcommittee on rail transport with the participation of chairman of Logistics and Transportation Committee of Presidium of Atameken NCE RK Sauat Mynbayev.
During the meeting, the experts discussed the issues of interaction between participants in transportation process, creating competition in rail transportation market and tariff setting. Subcommittee reported on 2018 results.
“Subcommittee has done a lot of work to improve the conditions for transport and logistics business, it’s planned to solve the existing issues will be solved by working group. It is expected to hold working meetings with the management of Kazakhstan Temir Zholy (KTZ) to improve the regulatory legal framework and technology for interaction of new entities in railway services market,” chairman of Subcommittee Iliya Segal said.
In particular, business made proposals for further cooperation with KTZ and reviewed the Roadmap of the Subcommittee for 2019.
“This year, KTZ-Freight Transportation JSC offers to conclude contracts for freight forwarding with the possibility of debiting funds from a single personal account of the freight forwarder / consignor for other services provided by subsidiaries of the KTZ group of companies, which is beyond the scope of the contract. Business community believes that such proposals are unlawful,” Larisa Smirnova, deputy chairman of the Board of TransCom LLP, said.
Dilyara Dosmakova, representative of Tengizchevroil LLP, added that at present the business has faced the problem of interaction with KTZ-Freight Transportation JSC in terms of debiting funds from shippers / forwarders.
“There are cases when the railway carrier collects funds for the same carriage several times, then returns them after the claims, which leads to the client’s financial burden and the risk of transport disruptions,” Dilyara Dosmakova said.
Summing up, Sauat Mynbayev assured that KTZ-Freight transportation will modify the automated management system of contractual and commercial work.
“As for the double debiting of funds from customer accounts, this issue will be resolved soon. Work will be carried out to define clear rules for the activities of private carriers in terms of tariff setting, subsidizing of expenses for passenger transportation, and cross-subsidization of types of cargo. I also urge to maintain the conditions for the activities of private carriers in the framework of pilot project until 2020, following the results we will jointly update the current legislation,” Sauat Mynbayev said.
Deputy of the Mazhilis of the Parliament of the Republic of Kazakhstan Taras Khituov assured the Parliament’s readiness to consider relevant amendments and additions to the Law “On Railway Transport”.
Following the meeting of Subcommittee, the 2019 Roadmap has been approved.
