Industrial Certificate to be mandatory for participation in procurements in Kazakhstan
Light industry enterprises and furniture manufacturers will be allowed to participate in government procurement if only they have an industrial certificate since July 1, 2019.
The Ministry of Finance of the Republic of Kazakhstan has made the appropriate changes to the rules of public procurement. They will take effect from July 1.
According to the changes, only manufacturers included in the Register of qualified suppliers will be able to participate in the procurement of goods related to the ‘economy of simple things’. The only criterion for inclusion in the Register will be the presence of an industrial certificate issued by Atameken NCE RK.
The industrial certificate gives entrepreneurs a number of competitive advantages. In particular, access to participation in public procurement; inclusion in the Register of commodity producers of Samruk-Kazyna holding; accrual of 20% of the points scored in the preliminary qualification selection of the Samruk-Kazyna Fund; cost recovery for promotion of domestic goods, works and services on the foreign market.
Atameken is working to expand the benefits for domestic manufacturers who have received an industrial certificate.
“The procedure for obtaining a certificate is carried out in two stages. At the first stage, an expert examines the entire set of documents of the enterprise, and then conducts an on-site analysis of the state of production and compares the actual state with the information provided. He assesses on the spot the ability to produce the declared range of goods, works, services, checks the number of employees of relevant qualifications, production equipment, production technology. At the second stage, on the basis of the expert’s summary, Atameken’s regional branch with the participation of the local executive agency carries out inspection of production, checks licenses, permits, conformity assessment documents, tax reporting, compliance with safety regulations, whether the company conducts personnel training, and whether the organization is nominated for state awards and grants. Thus, the enterprise passes a phased control and then it is included in the Register of domestic producers of goods, works and services,” Elmira Urazova, deputy director of the Manufacturing Industry Department of Atameken, said.
In order to submit an application for inclusion in the Register, it is necessary to register on the website https://doc24.kz/ and create My Account. Click My Account icon and submit an application and a package of documents to the Regional Chamber of Entrepreneurs where the manufacture of products was adjusted.
