Investors and private schools can benefit from per capita financing in education

From 2020, Kazakhstan will fully switch to per capita financing in all urban schools.

To date, the introduction of per capita financing in all private schools in the country is being considered due to a lack of space in public institutions.

Moreover, the mechanism of per capita financing is not limited to the possibility of placing public contracts in private schools and also provides a stimulating component for the newly introduced private schools for each student's place.

This component is paid for 8 years and reimburses the investor for the cost of building the school, which remains in his ownership. At the same time, there is still the right to parental allowance, including for the provision of improved school conditions for children. At present, the Government Order is placed in 80 private schools of the Republic.

It should be noted that the per capita financing standard differs taking into account zonality (ecology, radiation), location (town, village), level of education (primary, basic secondary, general secondary), type of educational programs (correctional, homeschooling).

Reference: The introduction of per capita normative financing will change the existing approach to the functioning of general education schools. The result-oriented financing will improve the efficiency of the use of budget funds, improve the material condition of general education schools and raise the prestige of the profession of the teacher through additional measures to stimulate the results of work.

Pilot projects started in 2013 with the testing of per capita regulatory funding in 5 regions (Akmola, Aktobe, Almaty, East Kazakhstan, Turkestan regions) and the cities of Nur-Sultan and Almaty. Since September 2018 per capita financing has been introduced in all public and private schools of Nur-Sultan, since January 2018 in all private schools of the country.

Starting from September 2019 per capita financing will be introduced in public schools in Almaty and Shymkent.
