Kazakhstan imposes ban on public procurement of imported goods in three other industries

Withdrawal of foreign goods from public procurement is stipulated in the Roadmap for the Development of the Economy of Simple Things programme.

In March 2019, the Government supported the initiative of the Atameken to introduce restrictions to all Roadmaps for the development of the "Economy of simple things": light and furniture industry, manufacture of construction materials. At present, the National Chamber together with the business identified a list of goods of light and furniture industries, building materials, the experts are preparing the relevant justifications.

According to Arman Mambetaev, director of the Department of Manufacturing Industry of the Atameken NCE RK, the business has repeatedly applied to government agencies with a proposal to increase the share of Kazakhstani products in the public procurement system since 2015.

"First of all, we should protect the domestic market and support Kazakhstani production. Imposing a ban on the procurement of imported goods is an international permitted mechanism. In 2018 jointly with the National Chamber, business and government agencies we managed to include a provision for the introduction of exemptions in the Roadmap for local content development," Arman Mambetayev said.

In addition, at the suggestion of business in 2018, the Law "On Public Procurement" includes the right to establish exceptions to the national treatment for a period not exceeding two years to protect the domestic market, the development of the national economy, support domestic producers.

It should be noted that since the end of July, Kazakhstan has introduced an instrument of removal of foreign cars, transformers, and cables from public procurement procedures. At present, the business actively submits proposals for other goods.
