Enterprises to be essential actors in building green economy in Kazakhstan

The Atameken NCE RK launches the Zhasyl kasip initiative project to support ecological and resource-saving projects of the companies, the Deputy Chairman of the Board of the Atameken NCE RK Yevgeniy Bolgert told this during the press conference.

Entrepreneurs have become much more aware of the issues of energy-saving and greening of business. However, to date, the potential for reducing the energy intensity of the economy remains untapped.

"In 6 years, certain results have been achieved. But if you look at the figures, there is no significant reduction in energy intensity, especially in the real sector of the economy. Kazakhstan ranks only 119th out of 143 countries in the International Energy Agency's rating of energy intensity. We conducted an analysis, in Kazakhstan, about 25,000 subjects are in the loop of energy efficiency policy, but only 2% have developed plans for energy-saving measures. This indicates a low involvement of business and, above all, the real sector and the need to reload the energy-saving policy,” Yevgeniy Bolgert said.

Yevgeniy Bolgert cited the experience of Germany, Tatarstan, and Belarus as an example of successful implementation of the energy-saving policy. The countries have found a balance between an administrative approach that imposes certain obligations on businesses and the correct application of incentive measures. This balance has accelerated the introduction of green technologies in the sectors. According to Yevgeniy Bolgert, Kazakhstan needs to develop a comprehensive plan to reduce the energy intensity of the economy, including the basic sectors, to effectively implement the planned indicators.

"We need to shift the focus and deploy incentives and support mechanisms towards the real sector of the economy. We need to move away from an administrative approach and support only for the public sector. Smart street lighting is good, but such projects do not have a great effect on reducing energy consumption. It is necessary to work with large and medium-sized energy-intensive enterprises, help them to reduce production costs, develop the production of energy-efficient technologies in Kazakhstan," he said.

It is also necessary to develop technical regulations and a package of national standards in the field of resource conservation, to keep pace with the processes currently taking place in the EAEU. Remind that, the Council of the Eurasian Economic Commission signed several documents, including the technical regulation of the EEU, which establishes requirements for energy efficiency of energy-consuming devices on August 8 in Cholpon-Ata.

According to him, the introduction of green technologies by industry leaders, such as Kamkor Management group of companies, will give the necessary impetus to green the country's industrial sector.

 "Understanding our responsibility as a big business, we are taking confident steps and cannot stay away from the issue of environmental protection. In particular, the Concept of Kamkor Green reflects all directions and steps for the transition to a green economy. We are pleased to be the driving force behind the introduction of greening in the railway industry. The Kamkor Green programme was supported by Alstom Corporation, Wabtec, as well as the environmental community of the country,” the General Director of the Kamkor Management group of companies Dias Suleimenov said.

The Green programme of the company is designed for 10 years and includes 5 significant projects from the landscaping of mono-cities to the production of composite-polymer sleepers. By 2030, the company intends to plant 51,000 trees in small towns in Kazakhstan, and the key goal is to reduce greenhouse gas emissions by 100%.

At the end of the presentation, the Kamkor Management group of companies and the Coalition for Green Economy and Development of G-Global signed a memorandum of cooperation on the issues of the green economy. On September 14, there will be the first campaign entitled as "Kamkor Park" – planting of 2000 coniferous seedlings in small towns: Ayagoz, Shalkar, Kazaly, and Shar, on the same day 11,000 employees of the Holding's enterprises will hold a large-scale campaign "Taza Kazakhstan" throughout Kazakhstan.
