Atameken proposes to revoke licenses from inefficient universities
On August 20, Chairperson of the Nur Otan Party Nursultan Nazarbayev raised the issue of corruption in the country's universities during the extended session of the Political Council of Nur Otan Party.
In particular, Elbasy noted that many universities are forcing students to buy credit and pay bribes for dormitories.
Since last year, the Atameken NCE RK has been raising the problems of insufficient educational programmes and unqualified personnel, as well as the low proportion of graduates who are employed. In 2018, the National Palace presented the rating of universities, where more than 2,000 educational programs of 109 educational institutions were evaluated.
"Annually, 85,000-100,000 young specialists graduate from universities, about 35,000-40,000 remain unemployed. All this is a consequence of irrelevant educational programs that have no practical experience of faculty. Many universities have not updated the content of educational programs for 10 years. All these deficiencies on the part of universities destroy the image of all higher education in Kazakhstan," Deputy Chairman of the Board of the Atameken NCE RK Olzhas Ordabayev said.
The list of outsiders of higher education the Atameken NCE RK includes the Regional Social Innovation University of Shymkent. Remind that August 5 to August 15, 2019, the Ministry of Education and Science of the RK conducted an unscheduled inspection at the university, it found out that the university did not meet 63 requirements out of 78 requirements for the activities of higher education institutions.
According to the rating, in 2018 the Regional Social Innovation University issued 1,077 graduates under the program "Pre-school education and upbringing", including 1,046 graduates who were part-time students.
"This is 27% of the total number of graduates in Kazakhstan. The situation is similar with students of the Department of Pedagogy, Physical Education and Sports, and Law. Only 5 specialties out of 36 specialties of this university have passed the corresponding accreditation. In the process of compiling the ranking, we saw a low employment rate in most specialties - 60%. The Atameken NCE RK officially sent the lists of universities with critical violations to the relevant ministry. Moreover, we are ready to create a working group together with the Ministry to solve the issues of inefficient universities. Until our educational institutions are trusted, we will experience a shortage of personnel and our best students will study in the neighboring countries," Olzhas Ordabayev emphasized.
Remind that more than 8,800 graduates were interviewed as part of the work on the rating of universities. 5,621 respondents are currently working. At the same time, if in social sciences, economics, and business the employment rate is 40.24%, in the agricultural sciences, the number of people employed in non-specialty jobs is 51.06%. According to business surveys, only 27% of Kazakhstani graduates meet the expectations of employers.
